446 <br /> <br />WHEREAS, the modification to the Water and Sewer Contract as contemplated <br />in the Settlement Agreement is facilitated by amending the implementation time <br />to correspond to the time period designated for "Funds Transfers" set forth in <br />Paragraph 2 of the Settlement Agreement; <br />NOW, THEREFORE, it is hereby agreed by andbetween Concord and Cabarrus <br />County that Subparagraph 7(a) of the. L. <br />Brown High School. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with <br />Commissioners Hamby, Barnhart, and Payne and Chairman Carpenter voting for, the <br />Board adopted the following Proclamation and authorized the Chairman to sign the <br />Proclamation on behalf of Cabarrus County. <br /> <br />A PROCLAMATION <br /> <br /> WHEREAS, in the annals of North Carolina high school sportsmanship, the <br />football rivalry between the high schools representing the cities of Concord and <br />Kannapolis is one of the oldest and most hotly contested, having existed for <br />over sixty (60) years; and <br /> WHEREAS, the football contests between A. L. Brown High School of <br />Kannapolis and 'Concord High School of Concord have been a focus of enormous <br />community attention and pride throughout their long history; and <br /> WHEREAS, over the years, the football teams from both schools have <br />represented the area well in games which have been played all across the State <br />of North Carolina; and <br /> WHEREAS, at various times during the 1991 season, the teams from both <br />schools were ranked first in the AAA classification in North Carolina and, at <br />all times, were ranked among the top ten (10) teams in the State in that <br />classification; and <br /> WHEREAS, for the first time, the football teams from the two (2) schools <br />played each other twice during the 1991 season; and <br /> WHEREAS, the two (2) games were marked by the highest level of <br />sportsmanship which serves as a credit and inspiration to the teams, their <br />coaches, parents and fans; and <br /> <br /> <br />
