478 <br /> <br />PROCLAMATION <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />a disproportionate number of the more than 2 million <br />North Carolinians age 40 and older are unemployed; and <br />these middle-aged and older workers bring extensive <br />experience and high job qualifications to the work force <br />of the state and are steady, reliable workers; and <br />the federal government and the State of North Carolina <br />identify employment of middle-aged and older workers as <br />a priority in attaining maximum productivity of the <br />labor force; and <br />in pursuing this goal, March 8-14, 1992 has been <br />designated as EMPLOY THE OLDER WORKER WEEK. <br /> <br /> NOW, THEREFORE, I, Carolyn B. Carpenter, Chairman of the <br />Cabarrus County Board of Commissioners, do hereby proclaim March 8- <br />14, 1992 as: <br /> EMPLOY THE OLDER WORKER WEEK <br /> IN CABARRUS COUNTY <br /> FURTHERMORE, I urge all employers in Cabarrus County to <br />carefully consider the qualifications of persons aged 40 and older <br />when they seek new employees, and I ask public officials with job <br />placement responsibility to intensify their efforts throughout the <br />year to help older workers find suitable jobs. <br /> WITNESS my hand and corporate seal of the County of Cabarrus, <br />North Carolina, this the 9th day of March, 1992. <br /> <br /> /s/ Carolyn B. Carpenter, Chairman <br />Cabarrus County Board of Commissioners <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with <br />Commissioners Barnhart, Hamby, and Payne and Chairman Carpenter voting for, the <br />Board approved the "Contract to Audit Account" with Potter & Company, P.A. for <br />the Fiscal Year 1991-92 County audit at a cost of $26,650.00 plus report <br />reproduction costs. The Board further authorized the Chairman to execute the <br />contract on behalf of Cabarrus County. <br /> Chairman Carpenter reported that the Carolina Counties Coalition Spring <br />Conference would be held at Spirit Square on April 2, 1992. The theme for the <br />conference is "Behind the Bars of a Crime Dilemma". Chairman Carpenter asked <br />Commissioners Barnhart and Hamby to prepare a list of twenty (20) persons to be <br />invited as guests of Cabarrus County. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with <br />Commissioners Hamby, Barnhart, and Payne and Chairman Carpenter voting for, the <br />Board authorized a contract to acquire property consisting of 1.8293± acres in <br />the Coddle Creek Reservoir project area from Mr. and Mrs. Jeffrey Plott at a <br />cost of $25,800.00 with a contingency proposal to acquire the remainder of the <br />Plott property consisting of 1.1707 acres and a residence at a cost of <br />$100,200.00 (total cost of $126,000.00) if an alternate sewage disposal system <br />cannot be established for the Plott residence. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby, and Barnhart and Chairman Carpenter voting for, the <br />Board agreed to add to the agenda a Resolution Establishing the Poplar Tent <br />Beautification District. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby and Payne and Chairman Carpenter voting for, the <br />Board adopted the following Resolution and authorized the Chairman to execute <br />the Resolution on behalf of Cabarrus County. <br /> <br />NORTH CAROLINA <br />CABARRUS COUNTY <br /> <br /> RESOLUTION ESTABLISHING THE <br />POPLAR TENT BEAUTIFICATION DISTRICT <br /> <br /> WHEREAS, under the provisions of Chapter 685 of the 1991 <br />Session Laws of the General Assembly of North Carolina, the Cabarrus <br />County Board of Commissioners was authorized to call an election in <br />the Poplar Tent Beautification District (as more particularly <br />described in the Act) to submit to the voters in the District the <br />single issue of establishing the Poplar Tent Beautification District <br />and authorizing the annual levy and collection of a special ad <br />valorem tax on all taxable property in the District; and <br /> <br /> <br />
