The Agreement which was approved by <br />the Board on January 6, 1992 is included on Pages 431 435 of Minute Book 22. <br />Exhibit A was a Utilities Services Operating Agreement between the City of <br />Kannapolis, Water Company Acquisition Corporation, and Fieldcrest Cannon, Inc. <br />Exhibit B included maps showing the location of the existing water and sewer <br />systems of Cabarrus County, the Water and Sewer District of Cabarrus County, and <br />the City of Kannapolis as of April 1, 1992. <br /> <br />UNFINISHED BUSINESS <br /> <br /> Mr. Cecil Jenkins, Attorney representing the Concord Motor Speedway, <br />apologized to the Board for information contained in a news article on this date <br />in The Charlotte Observer. He stated that the person quoted in the article had <br />no authority to make any statements regarding the rezoning request. Stating <br />that he and his client had not been able to adequately discuss the conditions <br />proposed earlier in the meeting, Mr. Jenkins asked the Board to table Petition <br />92-03 until the next meeting. He invited a spokesman for the opposition to meet <br />with Mr. Furr and himself in an effort to negotiate a possible solution to the <br />rezoning request. The Board by consensus agreed for Mr. Gerald Newton, Director <br />of Planning, Zoning and Building Inspection, to attend the meeting to provide <br />technical information as needed. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne and Hamby and Chairman Carpenter voting for and Commissioner <br />Barnhart voting against, the Board agreed to table Petition 92-03 by Lakeshore <br />Estates, Inc. until April 20, 1992 at 7:30 P.M. <br /> Commissioner Barnhart nominated Mr. Don Stafford, Mr. Larry Cole, and Mrs. <br />Virginia Marzean for appointment to the Poplar Tent Beautification District <br />Advisory Commission for terms of three years. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby and Barnhart and Chairman Carpenter voting for, the <br />nominations to the Poplar Tent Beautification District Advisory Commission were <br />closed. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne with <br />Commissioners Barnhart, Payne and Hamby and Chairman Carpenter voting for, the <br />Board named Mr. Don Stafford, Mr. Larry Cole, and Mrs. Virginia Marzean as the <br />County's appointees to the Poplar Tent Beautification District Advisory <br />Commission for terms of three years. The Board further asked that the other <br />appointment applications currently on file with the County be forwarded to the <br />City of Concord along with the request that the City name its appointees by June <br />1, 1992. <br /> <br /> <br />
