510 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart with <br />Commissioners Payne, Barnhart, and Hamby and Chairman Carpenter voting for, the <br />Board adopted the following Resolution. <br /> <br />A RESOLUTION TO ESTABLISH THE CABARRUS COUNTY <br /> DEPARTMENT OF AGING ADVISORY BOARD <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the Gabarrus County Board of Commissioners recognizes <br />the need to provide services for its senior citizens; <br />and <br />services for senior citizens are currently provided by <br />the Cabarrus County Department of Aging and the Cabarrus <br />County Council on Aging; and <br />a board should be created to serve in an advisory <br />capacity to the Department of Aging and the Board of <br />Commissioners regarding the services for the senior <br />citizens. <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of <br />Cabarrus County that: <br /> 1. A Cabarrus County Department of Aging Advisory Board is <br /> hereby established. <br /> <br />Membership on the Advisory Board shall consist of <br />fifteen (15) members who are appointed by the Board of <br />Commissioners. The current membership of the advisory <br />board known as the Council on Aging Advisory Board and <br />appointed by the Cabarrus County Board of Commissioners <br />shall become the members of the Department of Aging <br />Advisory Board. Established terms of appointment for <br />the membership shall remain the same and subsequent <br />appointments to the Advisory Board shall be for a three- <br />year term. <br /> <br />The officers of the Advisory Board shall be a Chairman, <br />Vice-Chairman, and a Secretary, each of whom shall <br />perform the duties which usually pertain to their <br />respective offices. Officers shall be elected by a <br />majority vote of the Advisory Board at a regular meeting <br />during the month of December. <br /> <br />The Chairman of the Advisory Board shall preside at the <br />meetings and shall assist all committee chairmen in <br />establishing and carrying out the duties of their <br />respective committees. The Vice-Chairman shall preside <br />in the absence of the Chairman and shall perform such <br />duties as are assigned by the Chairman. Should the <br />office of Chairman be vacated for any reason, the Vice- <br />Chairman shall fill the unexpired term of office and a <br />Vice-Chairman shall be elected by the Advisory Board. <br /> <br />The Secretary shall keep a current roster of members, <br />record their attendance at meetings, record all minutes, <br />and notify all members of ~eeting dates. <br /> <br />There shall be an Executive Committee comprised of the <br />officers and two members of the Advisory Board. The <br />Executive Committee may meet between sessions of the <br />Advisory Board as many times as necessary in order to <br />insure the efficient operation of the Board. Actions <br />of the Executive Committee must be reported at the next <br />regular meeting of the Board and are subject to revision <br />or reversal by the Advisory Board. Meetings of the <br />Executive Committee may be called at the discretion of <br />the Chairman of the Advisory Board, three-fifths of the <br />membership of the Executive Committee of the Advisory <br />Board, or the Director of the Department of Aging. <br /> <br />The Chairman, with concurrence of the Executive <br />Committee, shall appoint committee chairmen and members <br />of each committee.
