According to a facsimile letter <br />dated March 17, 1992 from Mr. Harvey Adams, Operation Manager of Home and <br />Building Control of Honeywell, Inc., the company did not have an H-1 License at <br />that time. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne, and Barnhart and Chairman Carpenter voting for, the <br />Board awarded the contract for providing heating, ventilation and air <br />conditioning service on certain County facilities to Barber Heating Company in <br />the amount of $38,760.00 as the low bidder, Honeywell, Inc., did not possess all <br />of the required licenses H-l, H-2 and H-3 as stated in the General Provisions <br />of the Advertisement for Bids. <br /> Mr. Witherspoon briefly reviewed the draft of the proposed legislative <br />goals which had been prepared for the Board's consideration. These goals <br />included items related to public schools, law enforcement and jail, construction <br />of county facilities, revenue and taxes, social services, mental health, health, <br />personnel, zoning, and registers of deeds offices. The Board also asked that <br />the Recall Bill which had been introduced last year be included in the <br />legislative goals package along with a bill regarding the acquisition of rights <br />of way for planned roads. These goals will be prepared in a notebook for <br />presentation to the local legislators. Also, the Board asked Mr. Witherspoon to <br />schedule a date for the commissioners, the governing boards of the <br />municipalities, and the school boards to meet with the local legislators prior <br />to the beginning of the short session in May. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with <br />Commissioners Hamby, Barnhart, and Payne and Chairman Carpenter voting for, the <br />Board adopted the following Resolution. <br /> <br /> RESOLUTION ESTABLISHING THE <br />CABARRUS COUNTY CABLE FRANCHISE COMMISSION <br /> <br /> WHEREAS, pursuant to Section 17.1 of the Cabarrus County Cable <br />Television Ordinance adopted November 9, 1978 (the "Ordinance"), the <br />Gabarrus County Board of Commissioners (the "Board") reserved the <br />option to designate a Commission to promote and develop access to <br />cable television within Cabarrus County; and <br /> WHEREAS, the Board deems that it is appropriate and useful to <br />establish a Cabarrus County Cable Franchise Commission (the <br />"Commission") to promote and develop access to cable television <br />within Cabarrus County and to advise the Board regarding issues <br />related to the provisions of such utility services. <br /> IT IS, THEREFORE, RESOLVED by the Board that the Commission <br />be and the same is hereby established as follows: <br /> 1. Membership. The Commission shall be comprised of nine (9) <br />members appointed by the Board, each of whom shall be a resident of <br />Cabarrus County. Each member shall be appointed to fill a specific <br /> <br /> <br />
