A trip sheet is completed by traveler, received and <br />approved by the department head, and forwarded to the Finance <br />Department. <br /> <br /> Mr. Bennett reviewed the proposed Fleet Policy which would regulate the <br />use of County vehicles and establish a policy for the replacement of County <br />vehicles. He recommended that the new policy be effective July 1, 1992. <br /> Commissioner Barnhart requested information regarding the number of <br />vehicles which would be required for replacement during Fiscal Year 1992-93 if <br />the policy is effective July 1. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board tabled the proposed Fleet Policy until May 19, <br />1992. <br /> <br />ZONING ATLAS AND TEXT AMENDMENTS <br /> <br /> Chairman Carpenter stated this was the date and time for a public hearing <br />for proposed Zoning Atlas and Text amendments. <br /> Dr. Nancy Randall, Chairman of the Cabarrus County Planning and Zoning <br />Commission, presented the proposed Atlas and Text amendments as recommended by <br />the Planning and Zoning Commission. <br /> <br />Petition 92-04. Troy & Clyde Cook, part of Map/PIN 5539-16- <br />3458, located at Armentrout Drive and U.S. 601 Bypass, 20.74 <br />acres. Wishes to rezone from I-1 & I-2 to C-4. The Planning <br />and Zoning Commission voted 9-0 to approve this petition. <br /> <br /> Mr. Jonathan Marshall, Planner, reviewed the location of the area proposed <br />for rezoning. He also presented the staff analysis which recommended approval <br />of the rezoning petition. <br /> Chairman Carpenter opened the public hearing for Petition 92-04 and asked <br />if anyone were present who Wished to speak for or against the proposed rezoningo <br /> Mr. Troy Cook, petitioner, requested the rezoning to permit the location <br />of a golf driving range on the property. <br /> There was no one present to speak against the petition, and Chairman <br />Carpenter closed the public hearing. <br /> UPON MOTION of Commissioner Barnhart, seconded by COmmissioner Hamby and <br />unanimously carried, the Board approved Petition 92-04 by Troy and Clyde Cook <br />to rezone 20.74 acres of property located at Armentrout Drive and U.S. 601 <br />bypass, part of Map/PIN 5539-16-3458, from I-1 and I-2 to C-4. <br /> <br />Petition 92-01(t). Planning and Zoning Staff, Section 5.6- <br />3(14) "Real Estate Signage." The Planning and Zoning <br />Commission voted 6-3 to approve this text amendment. <br /> <br /> Mr. Michael Downs, Zoning Administrator, reviewed the proposed changes to <br />regulations governing the real estate signage in the county. <br /> Chairman Carpenter opened the public hearing for Petition 92-01(t) and <br />asked if anyone were present who wished to speak for or against the proposed <br />text amendment. <br /> Mr. Mark Speas, Attorney representing Mr. C. M. Prince and Prince Electric <br />& Construction, addressed an earlier court case involving Mr. Prince~s company <br />and enforcement of the County's sign regulations. He objected to the proposed <br />amendment, specifically the number of permitted signs and the restriction that <br />the residential property for sale be located within one mile of the intersection <br />at which the signs are placed. Mr. Speas also stated that the Department of <br />Transportation does not issue permits for the location of signs on the road <br />right of way. He presented a substitute amendment which he stated would be <br />clearer and more concise. <br /> Chairman carpenter recessed the meeting at 7:30 P.M. <br /> Chairman Carpenter reconvened the meeting at 7:42 P.M. <br /> Mr. Jerry Newton, Director of Planning, Zoning and Building Inspections, <br />stated that he had reviewed the proposed substitute amendment during the recess. <br />He pointed out that the Planning and Zoning Commission would have to review any <br />zoning text changes prior to action by the Board of Commissioners.
