<br /> NOW, THEREFORE, I, Carolyn B. Carpenter, Chairman of the
<br />Cabarrus County Board of Commissioners, do hereby proclaim the week
<br />of May 17 - 23, 1992 as
<br /> SENIOR CENTER WEEK
<br />and call upon the citizens of Cabarrus County to recognize the
<br />special contributions of our senior centers and their participants,
<br />and the special efforts of senior center staff and volunteers who
<br />work every day to enhance the well-being of older persons throughout
<br />the county.
<br /> Adopted this the 4th day of May, 1992.

<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with
<br />Commissioners Hamby, Barnhart, and Payne and Chairman Carpenter voting for, the
<br />Board moved to go into executive session to discuss pending litigation and
<br />possible land acquisition.
<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with
<br />Commissioners Barnhart, Hamby, and Payne and Chairman Carpenter voting for, the
<br />executive session was adjourned.
<br /> No report was filed on the executive session.
<br /> Mr. Bob Stark, Consultant, reviewed the proposed Community Development
<br />Block Grant applications for Fishertown II and the Midland areas. The projects
<br />included housing rehabilitation, demolition of dilapidated homes, and sewer
<br />installations in the Fishertown community located near Kannapolis and in a
<br />community located approximately three-fourths of a mile from Highway 601 in the
<br />Midland area. The Midland community included portions of Hopewell Church Road,
<br />Garmon Mill Road and surrounding streets. The two projects totaled
<br />approximately $1.2 million with a required local contribution of $75,000.00 and
<br />$150,000.00 for the Fishertown II and Midland area projects, respectively.
<br /> Chairman Carpenter opened the public hearing for the Fishertown II project
<br />and asked if anyone were present who wished to speak regarding the proposed
<br />project.
<br /> Ms. Anna Baker, resident of the Fishertown Community, stated the need for
<br />sewer in the community. She cited problems with mosquitoes and sewage on top
<br />of the ground.
<br /> Mr. William L. Clowney, resident of the Fishertown community, commented
<br />on the many problems with septic tanks in the community.
<br /> There being no one else present to speak regarding the Fishertown II
<br />project, Chairman Carpenter closed the public hearing.
<br /> Chairman Carpenter opened the public hearing regarding the Midland area
<br />project. There was no one present to speak regarding this proposed project, and
<br />Chairman Carpenter closed the public hearing.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with
<br />Commissioners Hamby, Payne, and Barnhart and Chairman Carpenter voting for, the
<br />Board authorized Chairman Carpenter to sign the Community Development Block
<br />Grant (CDBG) application for the Fishertown II and Midland projects and directed
<br />the Budget Officer and County Manager to include the County match of $225,000.00
<br />for the two projects in the Fiscal Year 1992-93 budget.
<br /> Mr. Aubrey Attkisson, Emergency Medical Services Director, reported that
<br />the Cabarrus Emergency Medical Services began operations at the new facility on
<br />Highway 49 across from Central Cabarrus High School on April 10, 1992. He
<br />stated that the total cost of the station was $164,000.00. An open house is
<br />scheduled for June 7 at the new station.
<br /> Chairman Carpenter recognized Ms. Renee Edmiston, of Barrier Building
<br />Systems, Inc., for that company's work in constructing the new EMS facility.
<br />She also expressed appreciation to the City of Concord for the use of the fire
<br />station by EMS personnel during construction of the new facility.

<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with
<br />Commissioners Hamby, Barnhart and Payne and Chairman Carpenter voting for, the
<br />Board approved the Proposed Legislative Goals as included in the agenda and
<br />directed that these items be passed on to the local legislators. These goals
<br />included the following:
