531 <br /> <br />Public Schools State Model; Energy Costs; and Expanded Means of <br /> Financing Public School Buildings. <br />Law Enforcement Medical Costs-jails; Medical costs-jails/oppose <br /> state cost shift to counties; Oppose state shift of <br /> misdemeanants; Raise civil process fees; and Raise jail fees. <br /> Construction - Raise threshold for required architectural services. <br /> Revenue & Taxes Not reduce reimbursements: Property Tax Code <br /> rewrite. <br />Social Services - More state support of a) child abuse services, and <br /> b) child abuse treatment for victims and perpetrators; and <br /> Raise $265 special Foster care children limit. <br />Mental Health Support appropriations for certain approved mental <br /> health plans; Support catch-up funding for certain Area <br /> programs; and Support state bonds for Mental Health. <br />Health Medicaid/Medicare Revisions to: a) Add nutrition <br /> counseling; b) Pay Health Department MDfs same as private <br /> physicians. <br />Personnel - Applicant records confidentiality. <br />Zoning - Clarify stop work orders; Change notification procedures. <br />Register of Deeds - Oppose State take-over. <br />Elections - Authority for Recall Elections. <br />Transportation - Elderly and Handicapped Transportation Assistance <br /> Program Funding; Advance Acquisition of Road Right-of-Way. <br /> <br /> Commissioner Barnhart requested that a copy of the Countyfs Legislative <br />Goals be forwarded to each of the municipalities and the school boards. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne and Barnhart and Chairman Carpenter voting for, the <br />Board selected Mr. Kermit Cruse as the auctioneer for the surplus property <br />auction to be held on June 5, 1992. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Carpenter opened the meeting for Informal Public Comments at 8:20 <br />P.M. <br /> Mr. Bill Powlas, County Commissioner candidate, complained of the removal <br />of signs which had been placed along the roadways by the candidates. He <br />suggested that the City of Concord, Cabarrus County, and the State of North <br />Carolina work together to develop a policy which would allow the placement of <br />signs for a specified time period prior to elections. <br /> Mr. Arne Fennel, County Commissioner candidate, also addressed problems <br />concerning the placement of signs relative to elections, grand openings, and <br />special events. <br /> During discussion, it was noted that Mecklenburg County has a sign policy <br />whereby an individual must post a bond prior to the placement of signs along the <br />roadside. The Board by consensus asked staff to obtain a copy of the sign policy <br />from Mecklenburg County and other counties for use in drafting a similar policy <br />for Cabarrus County. <br /> There was no one else present to address the Board, and Chairman Carpenter <br />closed the Informal Public Comments at 8:40 P.M. <br /> <br />NEW BUSINESS <br /> <br /> Mr. Mike McLaurin of the Centralina Council of Governments presented a <br />summary of the Catawba River Corridor Study which Centralina plans to develop <br />with counties along the Catawba River. The purpose of the study is to develop <br />a consensus building document which will provide a workable plan for the <br />development of the Catawba River. <br /> Chairman Carpenter stated that the Board would take the proposal for the <br />Catawba River Corridor Study under consideration. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart with <br />Commissioners Hamby, Barnhart, and Payne and Chairman Carpenter voting for, the <br />Board adopted the following resolution. <br /> <br />SOCIAL SECURITY EXEMPTION FOR ELECTION WORKERS <br /> <br /> WHEREAS, The Congress of the United States passed The Omnibus <br />Budget Reconciliation Act of 1990 which extended Federal Insurance <br />Contributions Act (FICA) coverage to election officials or election <br />workers who earn $100.00 or more in a calendar year, and <br /> <br /> <br />
