532 <br /> <br /> WHEREAS, the withholding of FICA from the pay of election <br />workers will cause numerous problems at the State and local level <br />throughout the United States, due to the requirement that such <br />withholdings be matched by State and local governments resulting in <br />the very real possibility that election workers will expect their <br />pay be increased to compensate for this loss of income, thus further <br />increasing the matching costs and increased costs to State and local <br />governments, and <br /> WHEREAS, such actions will require considerable bookkeeping <br />and maintenance thus necessitating, in all probability, the hiring <br />of additional clerks throughout the State and local governments to <br />maintain records of such items as well as the reporting of such <br />withholdings by means of W-2 forms to election workers and the <br />Federal Government, and <br /> WHEREAS, there is a bipartisan effort to eliminate this <br />requirement that FICA be withheld from the pay of election workers. <br /> THEREFORE, BE IT RESOLVED that Cabarrus County does hereby <br />urge the Congress of the United States to support legislation which <br />will repeal that portion of the Omnibus Budget Reconciliation Act <br />of 1990 which requires that FICA be withheld from the pay of <br />election officials or election workers. <br /> Adopted this 4th day May, 1992. <br /> <br /> /s/ Carolyn B. Bonds <br /> <br />Clerk to the Board of Commissioners <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Hamby and Payne and Chairman Carpenter voting for, the <br />Board adopted the following resolution. <br /> <br />LOCAL GOVERNMENT POSTAL RATE <br /> <br /> WHEREAS, the National Association of Counties has urged <br />Congress to hold hearings on the impact of recent and potential <br />postal rate increases on local governments, and <br /> WHEREAS, such hearings were held in November 1991, and the <br />recommendations of the National Association of Counties and local <br />governments throughout the United States are now before the U.S. <br />House of Representatives Subcommittee on Postal Operations and <br />Services of the Committee on Post Office and Civil Service, and <br /> WHEREAS, it is now imperative that local governments <br />throughout the United States show their support for the <br />implementation for such Legislation, <br /> THEREFORE, BE IT RESOLVED that Cabarrus County does hereby <br />urge the Congress of the United States to support Legislation to <br />establish a local governmental postal rate for the utilization of <br />the "not-for-profit" rate for local governments for the distribution <br />of mandated services at the local level such as jury service <br />notices, voter registration receipts, tax notification, utility <br />bills, etc. in an effort to benefit the taxpayers of the United <br />States at the local level. <br /> <br />Adopted this 4th day of May, 1992. <br /> <br />/s/ Carolyn B.
