12 <br /> <br />Request for Increase in Residential Solid Waste Collection Rates <br /> <br /> Dr. William F. Pilkington, Health Director, presented the following <br />recommendation from the Board of Health. <br /> <br />To grant a $.65 per month per household increase in the fee <br />residential customers pay for solid waste collection. The increase <br />is based upon the following formula: 73 TPD of residential solid <br />waste x 22 operating days per month x $3.00 increase in landfill <br />tipping fees divided by 7,157 residential customers. <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Barnhart with <br />Commissioners Simmons, Barnhart, Hamby and Payne voting for and Chairman <br />Carpenter voting against, the Board approved the $.65 per month per household <br />increase in the residential solid waste collection rates effective October 1, <br />1992. <br /> <br />Budget Amendment - Public Health <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons and <br />unanimously carried, the Board adopted the following Public Health/Home Care <br />budget amendment. <br /> <br />DEPARTMENT OF PUBLIC HEALTH/HOME CARE <br />AMOUNT $60,520.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Allocate funding for two PHNII positions approved by BOC at <br />5-18-92 meeting. <br /> <br />Line Item Present Approved <br />Account Number Budget <br />58-10-101 900,658.61 <br /> Salaries <br />6-58-45-113 2,136,780.00 <br /> Home Health Prog. Revenue <br /> <br />Increase Decrease <br /> <br />60,520.00 <br /> <br />60,520.00 <br /> <br />Revised <br /> Budget <br /> 961,178.61 <br /> <br />2,197,300.00 <br /> <br />Approval of Pretreatment Agreement between the Water and Sewer Authority and <br />Cabarrus County <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board moved to approve the following Pretreatment <br />Agreement between Cabarrus County and the Water and Sewer Authority of Cabarrus <br />County. <br /> <br />STATE OF NORTH CAROLINA <br />CARARRUS COUNTY <br /> <br />PRETREATMENT AGREEMENT <br /> <br /> THIS AGREEMENT made and entered into this 6th day of JULY, 1992, by and <br />between the CABARRUS COUNTY, hereinafter referred to as the COUNTY, and the WATER <br />AND SEWER AUTHORITY OF CABARRUS COUNTY, hereinafter referred to as the AUTHORITY; <br /> <br />W I T T N E S S E T H: <br /> <br /> THAT, WHEREAS, these parties are engaged in providing wastewater treatment <br />services in accordance with state and federal laws and regulations; and <br /> <br /> WHEREAS, the COUNTY provides and maintains a wastewater collection system, <br />over which the COUNTY controls the use and connections thereto: and <br /> <br /> WHEREAS, the AUTHORITY provides and maintains the treatment facilities and <br />is the NPDES 0036269 permittee; and <br /> <br /> WHEREAS, the AUTHORITY is identified by the State Department of <br />Environment, Health and Natural Resources and the Environmental Protection Agency <br />as being responsible for the Publicly Owned Treatment Works(POTW); and <br /> <br /> <br />
