Public Education Steering Committee Report - Commissioner Barnhart Commissioner Barnhart reported that the Public Education Steering Committee of the North Carolina Association of County Commissioners had met recently to discuss proposed legislative goals. Some of the Committee's approved goals included the reinstatement of state funding for public school energy expenditures, the. limitation of tenure to classroom teachers, the continuation of the State School Construction Fund and the Critical Needs Fund, full state funding of the schedule for replacement of over-age school buses, and the development of prototype school building plans that could be used or adopted by local boards of education.
