53 <br /> <br />as Kenneth Jerome Jackson Day in Cabarrus County and March 17, 1991 as Billy Jay <br />Holder Day in Cabarrus County. <br /> Mr. Lewis Williams, Veteran Service Officer, expressed appreciation to <br />members of the Board, and especially Commissioners Barnhart and Carpenter, for <br />the support shown to his office as well as the military personnel and their <br />families in this county. He announced that the Cabarrus County Veterans Council <br />would be coordinating "Welcome Home" events for the troops from Cabarrus County. <br />He invited all governmental bodies and organizations to participate in the <br />festivities and requested that anyone wishing to assist in these celebrations <br />to contact his office. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter with <br />Commissioners Payne, Carpenter, and Hamby and Chairman Simmons voting for, the <br />minutes of February 4, February 15, and the special and regular meeting on <br />February 18, 1991, were approved as written. <br /> Mr. Dan McDonald, President of the Historic Cabarrus Board of Trustees, <br />welcomed the Board to the Historic Cabarrus Courthouse and reviewed the history <br />of the facility. He expressed appreciation to the State of North Carolina, the <br />Cannon Foundation, the citizens of Cabarrus County, and the Board of County <br />Commissioners for their support of the renovation and operation of the Historic <br />Courthouse. <br /> Mr. Steve Little, Parks and Recreation Director, reviewed the application <br />for a funding request from the Federal Land and Water Conservation Fund Program <br />to develop a Greenway area for Bakers Creek Park. He noted that Cabarrus <br />County, Rowan County, and the City of Kannapolis will provide the local matching <br />funds for the project. <br /> UPON MOTION of Commiss£oner Hamby, seconded by Chairman Simmons with <br />Commissioners Hamby, Carpenter and Payne and Chairman Simmons voting for, the <br />Board adopted the following Resolution and authorized the Chairman to sign the <br />Resolution and related grant documents on behalf of Cabarrus County. <br /> <br />RESOLUTION AUTHORIZING THE DEVELOPMENT <br />OF GREENWAY PARK BY THE <br />CABARRUS BOARD OF COUNTY COMMISSIONERS <br /> <br /> WHEREAS, the Land and Water Conservation Fund Act of 1965 <br />provides for the making of grants by the National Park Service, <br />Department of the Interior of the United States Government to States <br />and to local municipalities in support of Outdoor Recreation <br />projects and such funds are available after approval of the <br />appropriate State Agency and the Department of Interior; and <br /> <br /> WHEREAS, the State is required to insure that there will be <br />no discrimination against any person of any race, color, sex, creed, <br />or political affiliation; and <br /> <br /> WHEREAS, the Board of County Commissioners of the County of <br />Cabarrus realizes that recreation facilities are not adequate to <br />meet the minimum recreational needs of the people of Cabarrus <br />County; and <br /> <br /> WHEREAS, it is believed that said Board of Commissioners with <br />the assistance of the general public is now in a position to lend <br />full support to the development of a Greenway Park. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF THE COUNTY OF CABARRUS, NORTH CAROLINA: <br /> <br /> (1) That an application be made to the National Park Service, <br />Department of the Interior of the United States Government through <br />the State of North Carolina for a development grant of $50,000 which <br />represents fifty percent (50%) of all costs ($100,000) including <br />preparation, plans, and construction of recreational facilities to <br />be completed in the fiscal year 1991-92. <br /> <br /> (2) That the County Manager of the County of Cabarrus be <br />authorized and directed to file such application on behalf of the <br />Cabarrus County, to provide additional information and furnish such <br />documents as may be required by the Netional Park Service and the <br />State of North Carolina and to act as the authorized correspondent <br /> <br /> <br />
