Price, District <br />Conservationist, stating the following recommendation from the Watershed <br />Improvement Commission relative to the appointment of a Watershed Commissioner. <br /> <br />After considerable discussion, the Watershed Commissioners were <br />unable to recommend anyone who would be more able to do the job than <br />Tommy W. Smith. It is therefore, their recommendation that Tommy <br />W. Smith be reappointed for another term. <br /> <br />It was noted that the County's Appointment Policy restricts appointments to two <br />terms or six years and that Mr. Smith has served a full six-year term as a <br />Watershed Commissioner. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter with <br />Commissioners Payne, Carpenter, and Hamby and Chairman Simmons voting for, the <br />Board deferred the appointment to the Watershed Commission until the next <br />meeting in order to talk with Mr. Hugh Price and obtain another nomination to <br />the Commission. <br /> Chairman Simmons requested Commissioner Payne to discuss the Watershed <br />Commissioner appointment with Mr. Hugh Price and to report his findings to the <br />Board of Commissioners at the next meeting on March 25, 1991. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter with <br />Commissioners Hamby, Carpenter, and Payne and Chairman Simmons voting for, the <br />Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, <br /> <br />county government is the oldest form of local government <br />in the United States and 98 percent of the nation's <br />population reside in counties; and <br /> <br />WHEREAS, <br /> <br />county government in North Carolina has been a major <br />partner in providing services to citizens since 1663 and <br />today the 100 counties of our state are involved in <br />providing dozens of services to our people; and <br /> <br />WHEREAS, <br /> <br />counties are on the front line of addressing many of our <br />nation's most critical issues including: environmental <br />protection; indigent health care; special assistance for <br />the elderly; job training; child welfare; and <br />drug/alcohol abuse; and <br /> <br />WHEREAS, <br /> <br />Cabarrus County is a major partner in the public <br />education system, having provided $15,247,496.61 in <br />1990-1991 to elementary-secondary schools and $409,480 <br />to Rowan-Cabarrus Community College; and <br /> <br />WHEREAS, <br /> <br />serving as an elected or appointed county official today <br />requires dedication, hard work and a strong sense of <br />purpose. The mission of Cabarrus County government is <br />to meet the needs of our citizens without placing an <br />undue burden on local taxpayers and to find solutions <br />that are of benefit to all of us. <br /> <br /> <br />
