91 <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Hamby with <br />Commissioners Carpenter, Hamby, and Payne and Vice Chairman Barnhart voting for, <br />the Board moved to add to the agenda a budget amendment to provide funding for <br />a new euthanasia chamber at the Animal Shelter. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter with <br />Commissioners Hamby, Carpenter, and Payne and Vice-Chairman Barnhart voting for, <br />the Board adopted the following budget amendment. <br /> <br />DEPARTMENT OF HEALTH/ANIMAL SHELTER <br />AMOUNT $9,936.00 <br />TYPE OF ADJUSTMENT: Transfer Between Departments/Funds <br />PURPOSE OF REQUEST: To appropriate funds to build an euthanasia chamber at the <br /> animal shelter. <br /> <br /> Line Item Present Approved Revised <br />Account Number Budget Increase Decrease Budget <br /> <br />01-9-19-10-660 $67,801.05 <br />Contingency <br />01-9-27-50-860 0.00 <br /> Equipment & Furniture <br /> <br />9,936.00 <br /> <br />9,936.00 <br /> <br />$57,865.00 <br /> 9,936.00 <br /> <br />Vice-Chairman Barnhart recessed the meeting at 6:45 P.M. until 7:00 P.M. <br />Chairman Simmons arrived and reconvened the meeting at 7:00 P.M. <br />Chairman Simmons stated that this was the date and hour scheduled for a <br />public hearing to consider the formation and creation of a County water and sewer <br />district under the provisions of Article 6 of Chapter 162A of the General <br />Statutes of North Carolina in the general area of Sossamon and Troutman Roads. <br />He asked if anyone were present who wished to speak for or against the <br />establishment of the proposed district. <br /> Mr. Brady Black, resident of Ben Black Road, stated he did not live in the <br />proposed district but was speaking in behalf of three residents of the proposed <br />district. He asked that the Board delay the formation of the district until <br />such time the County can offer more favorable terms for the provision of water <br />service to the residents of the proposed. Mr. Black reported that a number of <br />the residents in the area cannot afford to pay the cost of the water service as <br />presently proposed for that district. <br /> Mr. Bob King, resident of the proposed district, stated support of the <br />formation of the district and the cost participation of 70/30. <br /> Mrs. Mildred Asbury, resident of the area, stated in her opinion the cost <br />of the water service is too high for the residents based upon the 70/30 cost <br />participation rate. However, she stated she was not in favor of delaying the <br />formation of the district as the residents in that area desperately need water <br />service. <br />Mr. Larry Clay stated the need for water as soon as possible in the area. <br />Mr. Bill Potter, resident of the proposed district, addressed the cost of <br />the water service and stated that a number of persons in the district could not <br />afford the additional property tax to pay for the cost of the water service. <br />He asked that the formation of the district be delayed unless the residents can <br />get a "better deal". <br /> Mr. Cecil S. Ritch of Cal Bost Road objected to the cost of the water <br />service and stated the water service would not benefit those people living in <br />Charlotte who own land in the district. <br /> A resident of Sossamon Road stated the Board should consider a 50/50 cost <br />participation rate. <br /> Chairman Simmons asked the County Manager to send a letter to each of the <br />property owners in the proposed district specifying the owner's tax value and <br />the cost for water service in the district based on the 70/30 percent <br />participation ratio and a tax rate of $.787 per $100.00 valuation. He also <br />requested that each owner be sent a form on which to make comments regarding the <br />proposed district and to return to the County Manager. <br /> Chairman Simmons recessed the public hearing until 7:30 P.M. on Monday, <br />May 6, 1991. <br /> <br />ZONING TEXT AND ATLAS AMENDMENTS <br /> <br /> At 7:25 P.M., Chairman Simmons stated that this was the date and hour for <br />a public hearing to consider proposed Zoning Text and Atlas Amendments. <br /> <br /> <br />
