<br />Cabarrus County Board of Commissioners, do hereby proclaim May 1991
<br />as "Older Americans Month" in Cabarrus County. I also proclaim May
<br />5 - 11 as Senior Fitness Week, May 12 18 as Senior Smile Week,
<br />Senior Center Week and Nursing Home Week, and May 19 25 as Older
<br />Veterans Week. I urge all our citizens to honor this month and
<br />these weeks set aside to pay tribute to our older adults.

<br /> Mr. James F. Cook, Jr., Social Services Director, presented information
<br />relative to the Alexander vs. Flaherty law suit and its current and future
<br />impact on Cabarrus County. This case was originally filed by Legal Services of
<br />Southern Piedmont in 1975 alleging that county departments of social services
<br />failed to process Aid to Families with Dependent Children (AFDC) and Medicaid
<br />applications in a timely manner. According to Mr. Cook, numerous court orders
<br />and agreements since 1975 have created an increase in the paperwork requirements
<br />for Medicaid and AFDC applications. To illustrate this high volume of
<br />paperwork, members of the Social Services staff encircled a major portion of
<br />the Meeting Room with the numerous forms that have to be completed for each
<br />application. In addition, Mr. Cook discussed the monitoring instrument which had
<br />been developed to test each county's compliance with various program
<br />requirements. He also reviewed the financial sanctions whereby a County could
<br />be required to pay an amount equal to 7.5 percent or 3.75 percent of the non-
<br />federal costs of administration for AFDC and Medicaid. This sanction in
<br />Cabarrus County could amount to $42,000.00. In conclusion, Mr. Cook praised his
<br />staff for its outstanding accuracy in quality control reviews and the processing
<br />of the applications within the time requirements. However, he advised the Board
<br />that compliance with the requirements was becoming very difficult due to the 30
<br />percent increase in the caseload and the many forms that have to be completed.
<br /> Board members expressed their appreciation to the Social Services staff
<br />for their outstanding job.
<br /> At 7:00 P.M., Mr. Larry Gordon, District Engineer with the North Carolina
<br />Department of Transportation, presented the following 1991-92 Secondary and
<br />Trust Fund Construction Program for Cabarrus County.
