Cook, Jr., Social Services Director, presented information
relative to the Alexander vs. Flaherty law suit and its current and future
impact on Cabarrus County. This case was originally filed by Legal Services of
Southern Piedmont in 1975 alleging that county departments of social services
failed to process Aid to Families with Dependent Children (AFDC) and Medicaid
applications in a timely manner. According to Mr. Cook, numerous court orders
and agreements since 1975 have created an increase in the paperwork requirements
for Medicaid and AFDC applications. To illustrate this high volume of
paperwork, members of the Social Services staff encircled a major portion of
the Meeting Room with the numerous forms that have to be completed for each
application. In addition, Mr. Cook discussed the monitoring instrument which had
been developed to test each county's compliance with various program
requirements. He also reviewed the financial sanctions whereby a County could
be required to pay an amount equal to 7.5 percent or 3.75 percent of the non-
federal costs of administration for AFDC and Medicaid. This sanction in
Cabarrus County could amount to $42,000.00. In conclusion, Mr. Cook praised his
staff for its outstanding accuracy in quality control reviews and the processing
of the applications within the time requirements. However, he advised the Board
that compliance with the requirements was becoming very difficult due to the 30
percent increase in the caseload and the many forms that have to be completed.
Board members expressed their appreciation to the Social Services staff
for their outstanding job.
At 7:00 P.M., Mr. Larry Gordon, District Engineer with the North Carolina
Department of Transportation, presented the following 1991-92 Secondary and
Trust Fund Construction Program for Cabarrus County.

CABARRUS COUNTY
1991-92 SECONDARY AND TRUST FUND CONSTRUCTION PROGRAM

1991-92 Regular Secondary Allocation
1991-92 Trust Secondary Allocation
Total Funds Available Fiscal Year 1991-92

353,190.00
183,242,00
536,432.00

Reserve for contingencies, Additions, Property
Owners Participation, Safety Items, Acquiring of
Right-of-Way, Rural Volunteer Fire Departments
and Rescue Squad Bay Areas

40,826.00

Priority No. 5, Rural, SR 2451, Shelley Road, grade,
drain, base, pave, seed and stripe, from SR 2452 to
SR 2444.
