121 <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the <br />County of Cabarrus that said Board does concur with the 1991-1992 <br />Secondary Road Improvement Program as presented by the North Carolina <br />Department of Transportation and recommend that the Board of <br />Transportation adopt the proposed program for Cabarrus County. <br /> <br />Adopted this 6th day of May, 1991. <br /> <br />ATTEST: <br />/s/ Frankie F, Bonds <br />Frankie F. Simmons, Jr., Chairman <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board voted to add cost saving measures for Fiscal <br />Year 1990-1991 to the agenda. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the following: <br /> <br />We are all aware of the current financial situation the board of <br />commissioners is facing here in Cabarrus County. This demonstrates <br />the need to have a strategic financial plan for the county. Our <br />board is working on such a plan which will help us to see the long <br />term effects of spending on the taxpayer in any future decisions <br />which this board makes. <br /> <br />The current financial situation also demonstrates the need to cut <br />costs, cut spending wherever possible and operate county government <br />as lean as possible. I believe our board will pursue this approach. <br />With a projected shortfall in this years (1990-91 budget), projected <br />to be as high as $4 million dollars, I would like to make a motion <br />which will aggressively work toward lessening the impact. I <br />therefore move, that we take the following actions to be effective <br />immediately: <br /> <br />1) Impose a hiring freeze on all vacant positions for Fiscal Year <br />1990-91 within County government and give the chairman authority to <br />approve hiring of any position which is determined to be critical <br />by himself and the county manager. <br /> <br />2) Impose a freeze on all purchases for Fiscal Year 1990-1991 <br />except those to be determined critical by the county manager. <br /> <br />3) Freeze all unnecessary travel for Fiscal Year 1990-1991 except <br />that travel exempted by the County Manager. <br /> <br /> The above motion was amended by Chairman Simmons to include Item 3 relative <br />to the freeze on all unnecessary travel except that travel exempted by the <br />County Manager. <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Simmons with <br />Commissioners Carpenter, Barnhart, and Hamby and Chairman Simmons voting for and <br />Commissioner Payne voting against, the Board moved to eliminate the trip <br />scheduled in July for the County Commissioners, County Manager, and County <br />Attorney to the National Association of County Commissioners except for those <br />three persons who have already purchased airline tickets for the trip. <br />Individuals to attend the Conference include Commissioners Payne and Hamby and <br />County Manager Michael M. Ruffin. <br /> Mr, Jim Allison, Chief of the Pitts Volunteer Fire Department, and Mr. <br />Paul Grider, President of the Board of Directors for the Fire Department, <br />presented a proposal for the dissolution of the Pitts Volunteer Fire Department, <br />Inc., and a distribution of the assets of the corporation. These general terms <br />and conditions included such items as fire protection service by the City of <br />Concord, the transfer of the real estate, building and equipment (except for the <br />Suburban vehicle) to the City of Concord, the joint construction by the City and <br />County of a dormitory for housing appropriate fire and emergency services <br />employees, the disposition of communications equipment and transfer of cash and <br />accounts of value, the assumption of the outstanding debt by Pitts Volunteer <br />Fire Department, and a contractual agreement between the City and County for <br /> <br /> <br />
