150 <br /> <br /> Mr. Rufftn also presented to the Board a request from Mr. Michael Warren <br />for permission to use outdoor amplification equipment for an outdoor concert by <br />the Christian music group, SOULSURVIVOR, on June 1 in a vacant lot of a mobile <br />home park located on Patricia Drive. He noted that Mr. R. M. Faggart, park <br />owner, had been contacted and had indicated he was in agreement with the concert <br />and would closely monitor the activities to insure that the noise is held at a <br />reasonable level. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Simmons and <br />unanimously carried, the Board granted permission to Mr. Michael D. Warren for <br />an outdoor concert by the Christian music group, SOULSURVIVOR, on June 1, 1991 <br />from 6:00 until 8:30 P.M. at 3803 Patricia Drive in Concord. <br /> Commissioner Carpenter arrived and was present for the remainder of the <br />meeting. ' <br /> The Board reviewed the list of mandatory and optional Public Health <br />programs as submitted by Dr. William F. Pilkington, Health Director. In <br />discussing a reduction to the Public Health budget, Commissioner Carpenter <br />informed the Board that Dr. Pilkington would prefer a percentage budget <br />reduction rather than specific line item reductions. <br /> The Board discussed the operation of Animal Control and stated the need <br />to increase service to two shifts in order to cover daylight hours and to <br />provide weekend service. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart with <br />Commissioners Payne and Barnhart and Chairman Simmons voting for and <br />Commissioner Carpenter voting against, the Board deleted the requested full- <br />time position from the Animal Control budget and directed the County Manager to <br />instruct Animal Control personnel to work out a schedule to provide coverage <br />during daylight hours seven days per week. If this schedule does not work out, <br />the Board will then look at the employment of additional personnel. <br /> Motion was made by Chairman Simmons and seconded by Commissioner Payne to <br />approve the Animal Control budget as recommended with the deletion of the <br />requested full-time position and with the following changes: Reduce Printing <br />and Binding (Line Item 320) to $400.00; Reduce Uniforms (Line Item 340) to <br />$1,200.00; Reduce Other Operation Cost (Line Item 355) to $7,000.00; Reduce <br />Autos and Trucks Maintenance (Line Item 520) to $2,500.00; Reduce Travel (Line <br />Item 610) to $800.00; and Reduce Equipment and Furniture (Line Item 860) to <br />$18,140.00, which would provide funds for a dictaphone and three animal control <br />cages. The vote was as follows: <br /> <br />Voting for: Chairman Simmons and Commissioner Payne <br />Voting against: Commissioners Barnhart and Carpenter <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Simmons with <br />Commissioners Carpenter and Payne and Chairman Simmons voting for and <br />Commissioner Barnhart voting against, the Board moved to reconsider the previous <br />motion relative to the Animal Control budget. <br /> A second vote was taken on the motion by Chairman Simmons and seconded by <br />Commissioner Payne to approve the Animal Control budget as recommended with the <br />deletion of the requested full-time position and with the following changes: <br />Reduce Printing and Binding (Line Item 320) to $400.00; Reduce Uniforms (Line <br />Item 340) to $1,200.00; Reduce Other Operations Cost (Line Item 355) to <br />$7,000.00; Reduce Autos and Trucks Maintenance (Line Item 520) to $2,500.00; <br />Reduce Travel (Line Item 610) to $800.00; and Reduce Equipment and Furniture <br />(Line Item 860) to $18,140.00 which would provide funds for a dictaphone and <br />three animal control cages. The vote was as follows: <br /> <br />Voting for: Chairman Simmons and Commissioners Payne and Carpenter <br />Voting against: Commissioner Barnhart <br /> <br />Commissioner Hamby arrived at 5:35 P.M. and was present for the remainder <br />of the meeting. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Simmons with <br />Commissioners Payne and Barnhart and Chairman Simmons voting for and <br />Commissioners Hamby and Carpenter voting against, the Board agreed to ask Dr. <br />William F. Pilkington, Health Director, to bring back recommendations for a <br />$50,000.00 reduction in the Public Health budget (58 Series) plus the salary of <br />the Public Health Nurse in the amount of $35,000.00. The budgets for Home <br />Health, Maternal Health, and the Mosquito Control are to be excluded from the <br />reductions. <br /> The motion by Commissioner Hamby to approve the Public Health budgets as <br />recommended failed for lack of second. <br /> <br /> <br />
