191 <br /> <br /> Commissioner Hamby presented a proposed agreement between Cabarrus County, <br />the City of Concord, and the Pitts Volunteer Fire Department. He asked that the <br />Board consider the approval of the proposed agreement after the executive <br />session. <br /> Mr. Michael M. Ruffin, County Manager, reported that North Carolina <br />Association of County Commissioners had requested that the Board convey its <br />support to the County's representatives and the Budget Conference Committee <br />members for the one-half cent (1/2¢) local option sales tax if the State <br />reimbursements to counties are discontinued. <br /> Mr. Ruffin reported he had received notification from Mr. Jerry C. <br />Cashion, Research Branch Supervisor of the North Carolina Department of Cultural <br />Resources, that the North Carolina Highway Historical Marker Advisory Committee <br />had approved a marker bearing the following inscription to be erected on North <br />Carolina 73 at its intersection with SR 1442 (Odell School Road) west of <br />Concord. SW. <br /> <br /> Mr. Mike Byrd, Transportation Planner, reported that a public hearing on <br />the West-Side By-Pass was scheduled for 7:30 P.M. on July 16, 1991, at the <br />Northwest Cabarrus High School. <br /> Chairman Simmons announced that a public hearing relative to watershed <br />classifications would be held during the week of August 14 -30, 1991. He asked <br />that a Planning staff member represent Cabarrus County at the hearing to address <br />the Coddle Creek Reservoir area. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and <br />unanimously carried, the Board added the following items to the agenda: Social <br />Services Addition Capital Project Ordinance and budget amendment, Contracts for <br />the Weatherization Program, and the Health Board's recommendation for the denial <br />of the request by Carolina Environmental Systems for a commercial refuse <br />franchise. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the following amendment to the Capital <br />Project Ordinance and budget amendment for the Social Services Building <br />Addition. <br /> <br />CABARRUS COUNTY SOCIAL SERVICES <br />BUILDING ADDITION <br /> CAPITAL PROJECT ORDINANCE <br /> <br />AMENDMENT <br /> <br /> BE IT ORDAINED by the Board of Commissioners of the County <br />of Cabarrus, North Carolina, that the following amendment to the <br />Cabarrus County Social Services Building Addition Capital Project <br />Ordinance as adopted on May 9, 1990, be approved: <br /> <br />Revenues: <br /> Interest on Investments <br /> <br />$3,436.35 <br /> <br />Expenditures: <br /> Consultants <br /> Capital Outlay-Building <br /> Contingency <br /> <br />$4,000.00 <br />$2,546.00 <br />($3,109.75) <br /> <br />Purpose: <br /> To appropriate additional funds for building costs and <br /> consulting fees. <br /> <br />Adopted this the 17th day of June, 1991. <br /> <br />/s/ Billy J.
