<br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Hamby with
<br />Commissioners Carpenter and Hamby and Vice-Chairman Barnhart voting for, the
<br />Board accepted the recommendation of the Board of Health and awarded the contract
<br />for engineering consulting services for a vertical lift at the County Landfill
<br />to the low bidder, HDR Engineering, Inc., in the amount of $13,700.00.
<br /> Dr. William F. Pilkington, Health Director, reported that the County had
<br />received an additional $10,073.00 in State funds for the Women, Infants and
<br />Children's (WIC) Program and requested that these funds be used to fund a part-
<br />time Clerk Typist III position (16 hours per week) for the WIC Program. He
<br />stated this position was needed to meet the increased caseload for the WIC
<br />Program.
<br /> UPON MOTION of Commissioner Carpenter, seconded by Vice-Chairman Barnhart
<br />with Commissioners Carpenter and Hamby and Vice-Chairman Barnhart voting for,
<br />the Board authorized the use of the State grant money to hire a part-time
<br />Clerk/Interviewer for the Women, Infant and Children's (WIC) Program at the
<br />Health Department with the stipulation that the position will be eliminated if
<br />the grant is eliminated.
<br /> The following bids were received for the purchase of a roll-off truck for
<br />the Cabarrus County Recycling Program.

<br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Hamby with
<br />Commissioners Carpenter and Hamby and Vice-Chairman Barnhart voting for, the
<br />Board awarded the bid for the purchase of a roll-off truck for the Recycling
<br />Program to the iow bidder, G & H of the Carolinas, at a cost of $65,934.00 plus
<br />tax as recommended by the Board of Health. The truck to be purchased is a 1991
<br />Volvo, Model 1560, which exceeded the County's specifications.
<br /> UPON MOTION of Commissioner Carpenter, seconded by Vice-Chairman Barnhart
<br />with Commissioners Carpenter and Hamby and Vice-Chairman Barnhart voting for,
<br />the Board accepted the proposal by Central Health Services, Inc. to perform an
<br />overall assessment of the Cabarrus County Home Health Agency at a cost of
<br />$3,000.00 for a two-day visit. The assessment is a 100 percent Medicare
<br />reimbursable expense or will be performed by the company at no charge to the
<br />County. The Board further authorized the execution of any necessary contract
<br />for this work which will include a review of the following areas:
<br />Administrative, Financial/Reimbursement, and Clinical/Quality Assurance.
<br /> UPON MOTION of Commissioner Hamby, seconded by Vice-Chairman Barnhart with
<br />Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the
<br />Board authorized the submission of the application request by the Parks and
<br />Recreation Department for funding from the North Carolina Arts Council Grassroots
<br />Fund in the amount of $1,000.00 to assist in the creation of a puppetry troupe
<br />program for the mentally handicapped adults in Cabarrus County.
<br /> Mr. Gerald Newton, Director of Planning and Zoning, reviewed the proposed
<br />Lease Agreement between Cabarrus County and Nancy W. Barrow for property located
<br />adjacent to the Senior Center Building on Corban Avenue. He estimated that it
<br />would cost the County approximately $14,000.00 to construct a gravel parking lot
<br />on the property.
<br /> UPON MOTION of Commissioner Hamby, seconded by Vice-Chairman Barnhart with
<br />Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the
<br />Board approved the following Lease Agreement and authorized Chairman Simmons to
<br />execute the Agreement on behalf of Cabarrus County.
