Hefner's office <br />had notified Cabarrus County that the Cabarrus-Rowan Park Commission had been <br />awarded the requested $50,000.00 grant from the Land and Water Conservation <br />Funds by the United States Department of Interior. This grant will be used to <br />develop a greenway park on donated land from Atlantic American Properties. <br /> Chairman Simmons reported that Congressman Hefner had agreed to sign on <br />as a co-sponsor to HR 1495 which would increase the authorization for the <br />Payments-in-Lieu-of-Taxes (PILT) Program. <br /> Commissioner Carpenter advised the Board that Mr. Lewis Williams, Veteran <br />Services Officer, had requested permission to apply for Federal funding to hire <br />a temporary employee in his office. This employee would be a child of a veteran <br />or disabled veteran who is a three-fourths time student. The Board by consensus <br />authorized Mr. Williams to apply for the Federal funding. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />with Commissioners Barnhart, Carpenter, and Hamby and Chairman Simmons voting <br />for, the Board agreed to add consideration of the establishment of a Water and <br />Sewer Authority to the agenda. <br /> Commissioner Barnhart stated the establishment of the Water and Sewer <br />Authority had been included as a part of the negotiations with the City of <br />Concord. He commented on the importance of the Authority and the savings it <br />would generate for the City's taxpayers. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />with Commissioners Barnhart, Carpenter, and Hamby and Chairman Simmons voting <br />for, the Board authorized the publication of the following "Notice of Public <br />Hearing Upon a Resolution Concerning the Organization of the Water and Sewer <br />Authority of Cabarrus County Pursuant to the Provisions of Section 162A-3 of <br />Chapter 162A of the General Statutes of North Carolina, As Amended." <br /> <br />NOTICE OF PUBLIC HEARING UPON A RESOLUTION <br />CONCERNING THE ORGANIZATION OF THE WATER AND <br /> SEWER AUTHORITY OF CABARRUS COUNTY PURSUANT <br /> TO THE PROVISIONS OF SECTION 162A-3 OF <br /> CHAPTER 162A OF THE GENERAL STATUTES OF <br /> NORTH CAROLINA, AS AMENDED <br /> <br /> NOTICE IS HEREBY GIVEN that, pursuant to the provisions of Section 162A- <br />3 of Chapter 162A of the General Statutes of North Carolina, as amended, a public <br />hearing will be held at 7:00 P.M. on October 7, 1991, in the Commission Chambers <br />at the Governmental Center in Concord, North Carolina, upon a resolution proposed <br />to be adopted by the Cabarrus County Commission, North Carolina concerning the <br />organization of the Water and Sewer Authority of Cabarrus County pursuant to <br />Section 162A-3 of Chapter 162A of the General Statutes of North Carolina, as <br />amended, which resolution will signify the determination of said County <br />Commission to organize said Authority, will authorize certain officers to execute <br />the Articles of Incorporation of said Authority substantially in the form set <br />forth below and do all things necessary to create said Authority and will appoint <br />three of the initial nine members of said Authority. <br /> <br />The proposed Articles of Incorporation of said Authority are as follows: <br /> <br /> ARTICLES OF INCORPORATION <br />OF THE WATER AND SEWER AUTHORITY OF CABARRUS COUNTY <br /> <br /> The Articles of Incorporation of the Water and Sewer Authority of Cabarrus <br />County, an authority organized under the provisions of the North Carolina Water <br />and Sewer Authorities Act, being Article 1 of Chapter 162 A of the General <br />Statutes of North Carolina, as amended, by the Board of Commissioners for the <br /> <br /> <br />
