342 <br /> <br /> RESOLUTION <br /> By <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> <br /> WHEREAS, in North Carolina the Lead Regional Organizations, <br /> as voluntary organizations serving municipal and county governments, <br /> have established productive working relationships with the cities <br /> and counties across this state; and <br /> WHEREAS, the 1991 General Assembly recognized this need <br /> through the appropriation of $864,270 to help the Lead Regional <br />Organizations assist local governments with grant applications, <br /> economic development, community development, and to support local <br /> industrial development activities and other activities as deemed <br /> appropriate by their local governments; and <br /> WHEREAS, these funds are not intended to be used for payment <br /> of member dues or assessments to a Lead Regional Organization or to <br /> supplant funds appropriate by the member governments; and <br /> WHEREAS, in the event that a request is not made by Cabarrus <br /> County for release of these funds to our Regional Council, the <br /> available funds will revert to the State's general fund; and <br /> WHEREAS, in Region F funds in the amount of $48,015 will be <br /> used to/for preparation of CDBG applications, strategic planning <br /> programs, regional data book, and other economic development <br /> activities that may deem appropriate; <br /> NOW, THEREFORE BE IT RESOLVED, that the Cabarrus County Board <br /> of Commissioners requests the release of its share of these funds, <br /> $4,849.13, to the Centralina Council of Governments at the earliest <br /> possible time in accordance with the provisions of Chapter 689, <br /> House Bill 83 of the 1991 Session Laws. <br /> Witness this the 21st day of October, 1991 at Cabarrus County, <br /> N.C. by: <br /> /s/ Billy J. Bonds (Signature) <br /> Clerk to the Board (Title) <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and <br />unanimously carried, the Board accepted the Deed for property donated by David <br />H. Murdock, d/b/a DHM Holding Co. and Atlantic American Properties, Inc. to <br />Cabarrus County and Rowan County, as tenants in common under provisions of "An <br />Agreement Between Local Units of Government Creating a Joint Park Commission to <br />be Known as The Cabarrus-Rowan Park Commission." The property, which is located <br />between the Village Park and Bakers Creek Park, will be developed as a Greenway <br />with funding provided by the Land and Water Conservation Fund, Cabarrus County, <br />Rowan County, and the City of Kannapolis. The property was more particularly <br />described as follows: <br /> <br /> Lying and being in China Grove Township, Rowan County, North <br />Carolina, in the City of Kannapolis, North Carolina, adjoining <br />Cabarrus-Rowan Park Commission, Mack Norman King, Jack A. Harris, <br />Jr., and others on the west side of Goldston Street and east side <br />of Glenn Avenue, and more particularly described as follows: <br /> <br /> BEGINNING at a concrete monument at the common corner of <br />D.H.M. Holding Company, Lots 26 and 27 of the "J.W. Chisholm <br />Property", Book of Maps Page 422, as recorded in Rowan County, Lot <br />41 of "Kannapolis Subdivision, N.W. Section VI, Map Book 20, Page <br />70 as recorded in Cabarrus County, and Fern D. Loftis property and <br />runs thence with the line of Fern D. Loftis N. 75-03-53 E.% 129.80 <br />feet to a point in a creek (said point being located S. 75-03-53 W., <br />12.36 feet from a 1" iron pipe); thence N. 25-45-42 W., 348.10 feet <br />to a computed point in the creek; thence N. 50-14-47 W., 271.50 feet <br />to a 1/2" iron rod, a corner of Fern D. Loftts on the line of the <br />"J.W. Chisholm Property" Book of Maps Page 422; thence with the <br />"J.W. Chisholm Property", N. 24-15-35 W., 332.40 feet to a 1/2" iron <br />rod; thence N. 10-31-10 W., 181.27 feet to a 20" hickory tree; <br />thence N. 71-30-29 W., 126.67 feet to a 1/2" iron rod on the east <br />edge of Glenn Avenue, thence with the east edge of Glenn Avenue, N. <br />12-26-55 E., 206.18 feet to a 5/8" iron rod at a culvert, a common <br />corner with Cabarrus-Rowan Park Commission; thence with said <br /> <br /> <br />
