309 <br /> <br />with farmers and other persons bothered with foxes. Ms. Carpenter indicated <br />that any one having a problem with foxes should call her and she and/or a member <br />of her organization would go out to assess any damage. If they determined that <br />a problem did exist, they would use live traps to catch the animals for <br />relocation to an unpopulated area. <br /> Ms. Elaine Parrish, Wildlife Rehabilitator, addressed the Board regarding <br />the problems created by foxes, raccoons, and other animals in the county. She <br />also supported the relocation of animals as a solution to the problem. <br /> Motion was made by Commissioner Moss and seconded by Commissioner Hamby <br />to allow the trapping of foxes only in the unincorporated areas of Townships 5, <br />6, 7, 8, 9, and 10. No vote was taken on motion. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner MelVin with <br />Commissioners Simmons, Melvin, and Hamby voting for and Commissioner Moss and <br />Chairman Lentz voting against, the Board moved to amend the motion by <br />Commissioner Moss and rescind the November 20, 1989 motion asking Representative <br />Bobby Harold Barbee, Sr. to add Cabarrus County to a proposed bill to permit the <br />trapping of foxes in the county and to give Ms. Betsy Carpenter and her <br />organization the opportunity to work with the Wildlife Commission to solve the <br />fox problem in Cabarrus County on a trial basis for a period of one year. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with <br />Commissioners Hamby, Melvin and Simmons and Chairman Lentz voting for and <br />Commissioner Moss voting against, the Board approved the following motion as <br />amended: To rescind the November 20, 1989 motion asking Representative Bobby <br />Harold Barbee, Sr., to add Cabarrus County to a proposed bill to allow the <br />trapping of foxes in the county and to give Ms. Betsy Carpenter 'and her <br />organization the opportunity to solve the fox problem in Cabarrus County on a <br />trial basis for a period of one year. <br /> <br />OTHER BUSINESS <br /> Chairman Lentz and Commissioner Melvin indicated that they would attend <br />the District meeting of the North Carolina Association of County Commissioners <br />to be held on February 28, 1990 at the Hilton at University Place in Charlotte. <br /> Mr. Michael M. Ruffin, County Manager, reported that Ms. Jane Barrier, <br />Vice-President of Human Resources and Marketing at C K Federal Bank, had asked <br />that eight to ten parking spaces in the County parking lot adjacent to the Bank <br />be designated for parking by Bank employees. The Board deferred this request <br />along with the parking request by the Concord Downtown Redevelopment Corporation <br />for the designation of 110 two-hour spaces in County parking lots for downtown <br />shoppers. A letter is to be written to both the Downtown Redevelopment <br />Corporation and CK Federal Bank advising that a response to their requests for <br />parking will be made as quickly as possible after the Countyfs relocation to the <br />Governmental Center. <br /> Mr. Michael M. Ruffin, County Manager, announced the resignation of Mr. <br />James F. Owens effective February 28, 1990. Mr. Owens has accepted the position <br />of Assistant County Manager for Caldwell County. <br /> 'Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that appraisals <br />had been received for the following property needed to provide rights of way for <br />the Afton Run Sewer project: <br /> <br />Property located on Highway 73 owned by Lee Roy Moore <br /> (Deed Book 545 Page 509) <br />Property located at Lot 26 Farm Hill owned by Harold R. Vandelinder <br /> (Deed Book 538 Page 646) <br />Property located at Lot 27 Farm Hill owned by Richard B. Oliney <br /> (Deed Book 588 Page 163) <br />Property located at Lot 28 Farm Hill owned by Johnny S. Ledbetter <br /> (Deed Book 607 Page 474) <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the appraisals for property owned by Lee <br />Roy Moore, Harold R. Vandelinder, Richard B. Oliney, and Johnny S. Ledbetter as <br />submitted by Mr. Pleas Carter and authorized Mr. Fletcher L. Hartsell, Jr., <br />County Attorney, to proceed with the issuance of Notices of Action for the <br />possible condemnation of those properties for the purpose of providing rights <br />of way for the Afton Run Sewer project. <br /> Commissioner Moss reported that Mr. Samuel F. Davis, Jr., would serve as <br />the representative of the Cabarrus County Board of Education on the liaison <br />committee established by the Board of Commissioners. The municipalities and <br />Kannapolis Board of Education are to be polled to determine their respective <br />representatives. <br /> <br /> <br />
