Lentz <br /> Chairman, Cabarrus County <br /> Board of Commissioners <br /> <br />NEW BUSINESS <br /> <br /> Ms. Jill Ray asked for the Board's assistance and support in obtaining <br />relief from the problems created by the wastewater package treatment plant <br />operated by the Howell Center located off Highway 24-27. She reported the plant <br />empties into Caldwell Creek which has insufficient flow to handle the discharge. <br />Ms. Ray objected to the self-monitoring of the plant and noted that private <br />testing had indicated that the discharge contained a high level of fecal coliform <br />and, in her opinion, threatened the health of wildlife, livestock, and residents <br />living along the creek. <br /> Mr. Bill Shaver presented a video taken on July 23, 1989 showing the <br />condition of the Howell Center wastewater package treatment plant holding basin, <br />Caldwell Creek, and its tributary. Also, Mr. Ross McKinnon Morrison, III, <br />expressed concern that children may play in the creek and asked for alternate <br />ways to handle waste. <br /> Chairman Lentz asked Commissioners Moss and Simmons to work with Ms. Ray <br />and Mr. Shaver in resolving the problem with the Howell Center package treatment <br />plant. He also requested the County Attorney to determine the type of <br />legislation that would be required to put the permitting of wastewater package <br />treatment plants into the authority of local governments. <br /> Mr. Henry Waldroup, Superintendent of Water and Sewer, reviewed the water <br />problems being experienced by residents of the Dogwood Mobile Home Park located <br />just outside the Town of Mt. Pleasant and owned by Mrs. Marvin Y. Kirk. He <br />presented the following proposal adopted by the Town Board of Mt. Pleasant on <br />April 2, 1990. <br /> <br /> WHEREAS, the Town of Mt. Pleasant wishes to sell water to the <br />Cabarrus County Water and Sewer Department; <br /> <br /> NOW, THEREFORE, BE it RESOLVED that the water line extension <br />design on North Drive (SR 2481) and 49 Highway be turned over to the <br />Cabarrus County Water and Sewer Department to advertise for bids and <br />award bids for the same with Mt. Pleasant paying the construction <br />cost for the 6" line from the intersection of Crestwood and North <br />Drive to Highway 49. Cabarrus County Water and Sewer Department <br />will pay for the 12" line from the intersection of North Drive and <br />Highway 49 to the entrance to Mrs. Kirk's Trailer park. Mrs. Kirk <br />will pay $13,000.00 toward the cost of the water line along Highway <br />49 from her trailer park to the intersection of North Drive and <br />Highway 49 to the Cabarrus County Water and Sewer Department. Mrs. <br />Kirk will also pay $2,000.00 for a 2" meter plus $125.00 deposit <br />for water service. <br /> <br /> BE IT FURTHER RESOLVED that the Gabarrus County Water and <br />Sewer department will pay to Mt. Pleasant for the water used from <br />the line at the rate of 95¢ per 1000 gallons. Payment will be paid <br />once each month. Any loss of water due 'to a leak, etc., from these <br />lines will be paid to Mt. Pleasant at the same rate as above after <br />both parties have reached an agreement on the estimated water loss. <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the County's participation in the Mt. <br />Pleasant Water line extension to serve the Dogwood Mobile Home Park belonging <br />to Mrs. Marvin Kirk as proposed by the Town Board of Mt. Pleasant. The Board <br />authorized the receipt of bids for this project, but directed further water rate <br />negotiations with the Town of Mt. Pleasant. <br /> Mr. Michael M. Ruffin, County Manager, reminded the Board of the Business <br />After Hours on May 10 at the Governmental Center. This reception will be <br />sponsored by the Concord/Cabarrus County Chamber of Commerce and the Kannapolis <br />Chamber of Commerce. Also, the Board tentatively scheduled an open house for <br />the Governmental Center on the first Sunday in June, subject to the Governor's <br />schedule. <br /> <br /> <br />
