<br /> Mr. Michael M. Ruffin, County Manager, recommended that the current level
<br />of CBA funds in the amount of $134,602.00 be maintained. He further proposed
<br />that the CBA funding request for the Psychological Services to Juvenile
<br />Courts/Relapse Prevention Services be reduced to $13,837.00.
<br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and
<br />unanimously carried, the Board approved the submission of the CBA Grant
<br />Applications for the Home-Based Services Program and the Temporary Shelter Care
<br />Project as presented by Mr. C. D. Lyons and the submission of the Psychological
<br />Services to Juvenile Courts/Relapse Prevention Services Program as recommended
<br />by Mr. Michael M. Ruffin. The funding requests as approved by the Board are as
<br />follows:

<br /> Chairman Lentz left the meeting at 10:25 P.M. and Vice-Chairman Moss
<br />presided in his absence.
<br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby with
<br />Commissioners Simmons, Hamby, Moss and Melvin voting for, the Board reappointed
<br />Messrs. Ross Morrison, Melvin Rape, and John Richards to the Cabarrus Utilities
<br />Board for a three-year term ending May 1, 1993.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with
<br />Commissioners Hamby, Moss, Melvin and Simmons voting for, the Board adopted the
<br />following Proclamation.

<br />PROCLAMATION
<br />
<br /> WHEREAS, Special Olympics International, the governing body
<br />of the Special Olympics Program, is the world's largest sports
<br />program for mentally retarded children and adults. This program
<br />provides year-round training and competition in twenty-two official
<br />sports to over one million Special Athletes in more than 20,000
<br />communities nationwide; and
<br />
<br /> WHEREAS, Law Enforcement officers in Cabarrus County and all
<br />across the state of North Carolina and the United States have
<br />donated their time and energy to support and promote the Special
<br />Olympics Program; and
<br />
<br /> WHEREAS this, the fourth annual N. C. Law Enforcement Officers
<br />Torch Run for Special Olympics will begin in four different sites
<br />throughout North Carolina on May 28, 1990, and will culminate in
<br />Raleigh, N.C. on June 8, 1990 at N.C.S.U. Track and Field Stadium
<br />to officially open the 1990 Special Olympics Summer Games;
<br />
<br /> WHEREAS, Deputy Sheriffs of Cabarrus County and Police
<br />Officers of the cities of Concord and Kannapolis, in a show of their
<br />united support of this most worthwhile program, will carry the
<br />official torch of the N. C. Special Olympics through Cabarrus County
<br />and the cities of Concord and Kannapolis on Tuesday, June 5, 1990,
<br />in recognition of the accomplishments of all Special Olympians; and
<br />
<br /> WHEREAS, it is important to remember that, in Special
<br />Olympics, everyone who participates is indeed a winner.
