Pilkington, Health Director, reported that the Board of <br />Health had voted unanimously on July 19, 1990 to recommend the award of the <br />recycling bid to Container Corporation of Carolina under Option #1 at $.937 per <br />household. He advised the Board that an area of 4,000 homes with similar <br />geographic characteristics as the City of Concord would be substituted for those <br />homes located within the City in the event the City of Concord chooses not to <br />use the County Landfill. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Simmons and <br />unanimously carried, the Board awarded the bid for a pilot recycling project of <br />10,000 homes to the low bidder, Container Corporation of Carolina, under Option <br />#1 at a cost of $.937 per household. <br /> The motion made by Commissioner Simmons and seconded by Commissioner Hamby <br />to table consideration of the "Order Adopting Final Uniform Schedules of Values, <br />Standards, and Rules for 1991 County-Wide Revaluation" until the next meeting <br />failed with the following vote: <br /> <br />Voting for: Commissioners Simmons and Hamby <br />Voting against: Commissioners Moss and Melvin and Chairman Lentz <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss with Chairman <br />Lentz and Commissioners Moss, Melvin, and Hamby voting for and Commissioner <br />Simmons voting against, the Board adopted the following "Order Adopting Final <br />Uniform Schedules of Values, Standards, and Rules for 1991 County-Wide <br />Revaluation." <br /> <br /> ORDER ADOPTING <br /> FINAL UNIFORM SCHEDULES OF <br /> VALUES, STANDARDS, AND RULES <br />FOR 1991 COUNTY-WIDE REVALUATION <br /> <br /> WHEREAS, pursuant to G.S. 105-286, Cabarrus County will reappraise all <br />real property in accordance with the provisions of G.S. 105-283 and G.S. 105- <br />317; and <br /> WHEREAS, pursuant to the provisions of G.S. 105-317, the County Assessor <br />for Cabarrus County has submitted proposed uniform schedules of values, <br />standards, and rules to the County Commissioners, which proposed schedules have <br />been considered at a public hearing; and <br /> WHEREAS, a notice has been published in The Concord Tribune and The Daily <br />Independent of the submission to the Board of Commissioners of the proposed <br />schedules and the notice of public hearing; and <br /> WHEREAS, the Board of Commissioners has adopted the final schedules, <br />pursuant to the provisions of G.S. 105-317; <br /> NOW, THEREFORE, IT IS ORDERED that the final uniform schedules of values, <br />standards, and rules attached to this Order are approved for use in appraising <br />real property at its true value and at its present-use value as of January 1, <br />1991. A notice of the adoption of this Order shall be published once a week for <br />four successive weeks in The Concord Tribune and The Daily Independent; and the <br />final schedules shall be available for public inspection at the office of the <br />County Assessor, Cabarrus County Governmental Center, 65 Church Street, S.E., <br />Concord, North Carolina. <br /> This the 23rd day of July, 1990. <br /> <br /> /s/ James W, Lentz <br />James W.
