<br />a sedimentation basin at the County Landfill.

<br /> Dr. William F. Pilkington, Health Director, reported that the Board of
<br />Health on July 19, 1990 recommended that the bid be awarded to the low bidder,
<br />Joe H. Ervin Company, Inc., in the amount of $100,133.00 and that the $19,105.00
<br />generated from the sale of the surplus Rex Trash Compactor be used to supplement
<br />the monies needed to build the basin. He pointed out that Mr. Joseph Wiseman
<br />of Camp Dresser & McKee, the County's engineering consultant, had indicated in
<br />a letter dated July 13, 1990, that the $100,133.00 bid was justifiable due to
<br />the size of the basin dam, the required removable of the existing dam, the amount
<br />of construction materials used in the new dam structure, and the size of the
<br />basin itself.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and
<br />unanimously carried, the Board awarded the contract for the construction of a
<br />sedimentation basin at the County Landfill to the low bidder, Joe H. Ervin
<br />Company, Inc., in the amount of $100,133.00 as recommended by the Board of
<br />Health.
<br /> Dr. William F. Pilkington, Health Director, reported that the infant
<br />mortality rate had improved during the past year, dropping from 11.8 to 8.6 per
<br />1,000 live births.
<br /> The Board received the request from the solid waste haulers in Cabarrus
<br />County (Browning-Ferris Industries, Carolina Container Corporation, and Waste
<br />Management of Carolina) for an increase in the residential refuse collection fee
<br />from $8.28 to $10.59 per month. In addition, the haulers requested $0.79 for
<br />annual operating expense increases due to the Consumer Price Index (CPI) changes.
<br />Dr. Pilkington reported that the Board of Health voted on July 19, 1990 to
<br />recommend the $1.52 increase per month, effective August 1, 1990, to compensate
<br />for the tipping fee increase but to presently defray the $.79 increase for annual
<br />operating expenses due to CPI changes.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and
<br />unanimously carried, the Board adopted the rate schedule recommended by the
<br />Board of Health increasing the residential fee for solid waste haulers from
<br />$8.28 to $10.59 per month effective August 1, 1990.
<br /> Commissioner Hamby, representative to the Bicentennial Commission, reported
<br />that Mr. Jimmy Auten and Mrs. Virginia Marzean had resigned from the Bicentennial
<br />Commission. He presented a recommendation from the Bicentennial Commission for
<br />the appointment of nine additional persons to the Commission.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and
<br />unanimously carried, the Board appointed the following persons to the
<br />Bicentennial Commission.

<br /> UPON MOTION of Commissioner Moss, seconded by Chairman Lentz and
<br />unanimously carried, the Board deleted Mr. Graig Hattaway as a member of the Mt.
<br />Mitchell Volunteer Fire Department Fireman's Relief Fund Board of Trustees and
<br />appointed Mr. Roger P. Cline to complete Mr. Hattaway's unexpired term ending
<br />January 31, 1992.
<br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and
<br />unanimously carried, the Board adopted the following amendment to the Cabarrus
<br />County Personnel Ordinance effective July 1, 1990.
