He suggested that the Board ask the County Attorney to <br />give an official opinion on whether the County or City is liable for future <br />maintenance of the landfill and to ask the Planning Director to evaluate the fit <br />of the landfill into the surrounding development and give the Board an opinion <br />upon its potential effects on future growth. In conclusion, Commissioner <br />Simmons suggested that the Board authorize the Chairman to send a letter to the <br />Concord Board of Alderman outlining these concerns and stating that the Board <br />is joining Harrisburg's Board in opposing the landfill until the concerns are <br />answered. The Board took no action on the presentation by Commissioner Simmons. <br /> Mr. Michael M. Ruffin, County Manager, requested permission to post four <br />position vacancies for the Home Health Agency and stated a budget amendment <br />would be presented on August 6 to reflect additional revenue to fund these new <br />positions. The Board by consensus approved the posting of the position <br />vacancies for the Home Health Agency. <br /> Mr. Michael M. Ruffin, County Manager, advised the Board that State <br />Personnel had mandated that the Recycling Processing Center Operator be <br />classified as an Environmental Health Technician and placed on Salary Grade 59 <br />of the Pay Plan. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Moss and <br />unanimously carried, the Board amended the County's Pay Plan to assign the <br />Environmental Health Technician position to Salary Grade 59 to meet the State <br />Personnel classification requirements. <br /> Commissioner Moss reported that he and Commissioner Melvin had no problem <br />with the Environmental Health Section of the Health Department relocating to the <br />Governmental Center. Further study will be made on the office space requests <br />for the Governmental Center and Building "C". <br /> Chairman Lentz appointed himself and Commissioner Melvin as special <br />liaisons for the development of the airport. <br /> Mr. Michael M. Ruffin presented a request from Reverend Earl Woodall, <br />Executive Director of the Cooperative Christian Ministry, and Mr. James F.Cook, <br />Jr., Social Services Director, for the County to file a preliminary letter of <br />interest to the Z. Smith Reynolds Foundation for the Opportunities for Families <br />Fund. According to Mr. Ruffin, the Fund is designed to help move families from <br />dependence to self-sufficiency and will involve the cooperative efforts of the <br />County Social Services Department, Cooperative Christian Ministry, and other <br />local private and public agencies. <br /> <br /> <br />
