511 <br /> <br /> 6.1 EMERGENCY AMBULANCE SERVICE <br /> Each franchised emergency ambulance provider must provide such service on <br />a 24 hour per day, 7 day per week basis, and comply with all requirements for <br />operators and attendants, equipment, ambulances and communications, for an <br />emergency ambulance service franchise, pursuant to this ordinance. <br /> Franchised emergency ambulance providers are permitted to engage in the <br />provision of both emergency ambulance service and non-emergency ambulance <br />service. <br /> 6.2 NON-EMERGENCYAMBULANCE SERVICE <br /> Each franchised non-emergency ambulance provider must provide such service <br />on a 24 hour per day, 7 day per week basis, and comply with all requirements for <br />attendants, equipment, ambulances and communications, for a non-emergency <br />ambulance service franchise, pursuant to this ordinance. <br /> Franchised non-emergency ambulance providers may only engage in the <br />provision of non-emergency ambulance service, and may only provide service for <br />non-emergency patients as defined herein, with respect to services originating <br />within the County. <br /> Provided, however, that a non-emergency ambulance provider may transport <br />any non-emergency patient to, from or between medical facilities when such <br />facility assumes medical responsibility and liability for patient care at all <br />times during transport, when such facility provides a health care professional <br />licensed to provide all necessary patient care to accompany the patient as <br />attendant at all times during transport (i.e. Staff Physician or Registered <br />Nurse), and when the transportation of the patient will not require the use of <br />emergency warning devices, audible or visual, at any time during transport. <br /> Franchised non-emergency ambulance providers may not engage in the <br />provision of emergency ambulance service nor provide service for emergency <br />patients as defined herein. In the event a franchised non-emergency ambulance <br />provider, or an entity providing service as described in Section 2(c), is <br />confronted with a call for emergency service, or is confronted with an emergency <br />patient upon arrival at the scene, the attendant must immediately notify CMED <br />of the situation and request immediate dispatch of an emergency ambulance or <br />other instructions from CMED. <br /> In the event a non-emergency patient becomes an emergency patient during <br />provision of non-emergency ambulance service (i.e. in transit), the attendant <br />must immediately notify CMED of the situation. Dependent upon existing <br />circumstances, CMED shall provide instructions to meet an emergency ambulance <br />enroute or authorize transportation of the patient to an emergency medical <br />facility. A non-emergency ambulance may only transport an emergency patient <br />upon receipt of authorization from CMED; and, may only transport such patient <br />to the closest emergency medical facility as defined herein. <br /> In any event wherein a non-emergency ambulance service attendant is <br />confronted with an emergency patient, the attendant shall provide appropriate <br />emergency first aid for the patient until such time as an emergency ambulance <br />arrives to assume responsibility for the patient, or the patient is delivered <br />to an emergency medical facility. <br /> <br />SECTION 7. STANDARDS FOR OPERATORS AND ATTENDANTS: <br /> Each Emergency Medical Technician of a franchised ambulance service <br />provider shall present record of certification as an Emergency Medical <br />Technician awarded by the State of North Carolina when requested by the County. <br /> Ambulance service providers shall not allow any person to be employed or <br />act as an ambulance operator or attendant unless such person shall meet all laws <br />and regulations of the State of North Carolina, and be currently certified as <br />an Emergency Medical Technician in and by the State of North Carolina. <br /> <br />SECTION 8, STANDARDS FOR AMBULANCE EQUIPMENT: <br /> Required equipment in each ambulance of a franchised ambulance provider <br />shall include, as a minimum, at all times when the ambulance is in use as such, <br />equipment conforming to all State regulations and standards for such ambulances <br />designated category. <br /> Emergency ambulance service providers ambulances shall meet Category I <br />ambulance equipment regulations and standards. <br /> Non-emergency ambulance service providers ambulances shall meet either <br />Category I or Category II ambulance equipment regulations and standards. <br /> <br />SECTION 9, STANDARDS FOR AMBULANCES: <br /> Each ambulance of a franchised ambulance provider shall at all times, when <br />utilized as such, comply with all State regulations and standards and each such <br />ambulance shall be currently certified by the State of North Carolina. <br /> <br /> <br />
