promoting fairness and competition. <br />All proposals will be evaluated by CCTS personnel who will determine which proposals are responsive and <br />rank them. For questions please contact sloarnellCQmbarruscounty.us. <br />The Committee shall make its findings and award recommendations to the Cabarrus County Board of <br />Commissioners. The Board of Commissioners shall award all competitive proposal contracts to the responsible <br />Companies/Firms whose proposals are the most advantageous, considering price and technical requirements. <br />Cabarrus County reserves the right to accept or reject any or all proposals, to waive minor technicalities and <br />informalities and to make an award deemed in its own best interest as provided in N.C.G.S. 143-129(b). <br />Notwithstanding any provision in this RFP or subsequent Agreement to the contrary, if funds are not <br />appropriated either by the federal or state governments or the County Board of Commissioners for a fiscal <br />period subsequent to the one in which an agreement is entered into, which are sufficient to satisfy the County's <br />obligations under the agreement for that period the sole remedy is to terminate the Agreement, retain any <br />advance payments and collect from the County all amounts due for services actually rendered. <br />The following criteria will be used to evaluate the proposals. <br />Criteria <br />Proposal Response - how well the issues are <br />addressed, <br />Qualifications and Experience <br />References <br />costs <br />Aftchmenl number 1 \n <br />F-3 Page 120 <br />
