58 ff <br />PARKS, RECREATION, & OPEN SPACE <br />M <br />CREATE A CONNECTED SYSTEM <br />OF GREENWAYS <br />Greenways ranked as the # I priority during the first HALUP public <br />meeting. Recreation was voted the #2 priority in the survey. Internal <br />greenway connections appeal to all ages and can help create a healthy <br />community. <br />• Continue to require new development to reserve land for and to construct gre- <br />enways that are in the adopted Harrisburg Comprehensive Bicycle, Pedestrian and <br />Greenway Plan. <br />• Coordinate with the City of Charlotte and Mecklenburg County to connect to the <br />Cross -Charlotte Trail. <br />• Get blanket easements from property owners when utilities are installed. <br />• Seek funding from the North Carolina Department ofTansportation (NCDOT), <br />the Parks and Recreation Trust Fund, the CarolinaThread Tail, and other sources. <br />• Encourage the other TOD: Trail-Onented Development. Adjacent to greenways, <br />development should be oriented toward the greenway, much like a positive rela- <br />tionship of buildings to a street.
