Hill Farm Easement <br />5. The Grantee shall also submit a final grant report. Included in the final report, the <br />Grantee shall provide an accounting of final match claimed by the Grantee to fulfill the <br />match requirement mandated under N.C.G.S. 106-744(cl)(1). The Agency will retain <br />20% of the awarded grant amount until the final report, including cash match and in-kind <br />documentation and a copy of a properly recorded easement, is received and approved by <br />the Agency. The final report and all invoices are due by the 10th of the month following <br />the ending date of the contract or within 20 working days (28 calendar days) following <br />closing and recording date of the conservation easement if less in time. The Agency shall <br />make the payment within 60 days of any grant reimbursement request by the Grantee <br />with approved documentation. If the Grantee fails to provide final report and required <br />supporting documentation within the required documentation period, the Grantee may not <br />receive reimbursement and shall be considered ineligible for reimbursement. <br />6. The Grantee may request an extension of time of the grant contract period. The request <br />must be in writing and submitted to the Farmland Preservation Director for review no <br />later than 60 calendar days of the contract end date. Request must provide sound reason <br />for such a request such as documented hardship and uncontrollable hindering issues. <br />7. After recording the "Conservation Easement" in the Register of Deeds Office, the <br />Grantee shall annually notify the landowner and conduct a monitoring visit to the <br />property to ensure that the easement agreement is being upheld. If structures are <br />permitted under the easement, the Grantee shall review plans and monitor construction <br />for compliance with the plans. Grantee monitoring shall be completed in accordance with <br />the Agency "Conservation Easement Monitoring Policy and Guidelines" and <br />amendments thereto. The Grantee shall complete and submit to the Agency the "Grantee <br />Monitoring Checklist — Perpetual or Tenn Easement" to report its annual monitoring <br />findings. The fust "Grantee Monitoring Checklist — Perpetual or Term Easement' is due <br />by December 31 of the following calendar year after the "Conservation Easement" <br />recording, and annually thereafter. <br />8. The Grantee shall complete all reports in a prescribed format, which shall be provided by <br />the Agency. Reports and required documentation must be up-to-date for the Grantee to <br />receive payments. <br />9. All publicity and printed material regarding projects or activities supported in whole or in <br />part by this shall contain the following language: "The project received support from the <br />NCDA&CS ADFP Trust Fund." The NCDA&CS ADFP Trust Fund logo (digital <br />versions of which can be downloaded from the Agency website at www.ncadfp.org) shall <br />be displayed in all the Grantee's publicity and printed materials relating to this grant. <br />10. The Grantee will submit all reports and requested documents electronically unless <br />instructed differently by Agency staff.
