June 18, 2018 (Regular Meeting) Page 3601 <br />Note: Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVTS), motor vehicle -related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved the May, 2018 Refund and Release Reports <br />as submitted, including the NCVTS Refund Report, and granted authority to the <br />Tax Collector to process the refunds and releases. The report is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to the <br />Board. <br />(F-12) Tax Administration - Refund Request - Fullerton Place Homeowners <br />Association, Inc. <br />Fullerton Place Homeowners Association, Inc. has submitted a Request for <br />a Refund of 2017 Property Taxes paid on five parcels. This request is made in <br />accordance with NCGS 105-381. Tax Administration staff propose adjustment <br />to three parcels based on correction of clerical errors in accordance with NCGS <br />105-381 as outlined in attached summary. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board granted the proposed refund of TY2017 property <br />taxes paid on three parcels as adjusted due to clerical errors in accordance <br />with NCGS 105-381. <br />(F-13) Tax Administration - Request for Abatement of Penalty on Discovery Bills <br />- Corning, Inc. <br />Corning, Inc. reported a discrepancy in valuation of assets listed for <br />tax years 2013-2018. Review by the Tax Administration resulted in a discovery <br />for tax years 2013-2017 per NCGS 105-312. Corning has requested abatement of <br />the penalty portion of this discovery in accordance with NCGS 105-312. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board abated the penalty portion of discovery on <br />undervalued assets from 2013-2017 for Corning, Inc. <br />(G) NEW BUSINESS <br />(G-1) County Manager - Adoption of the FY 19 Cabarrus County Budget - Public <br />Hearing 6:30 p.m. <br />Kristin Jones, Budget and Performance Manager, presented final changes to <br />the proposed budget. <br />Chairman Morris opened the public hearing at 7:06 p.m. The public hearing <br />notice was published on June 3, 2018 in The Independent Tribune. The public <br />hearing notice was also posted on the County's website (www.cabarruscounty.us) <br />on June 5, 2018 in accordance with Article 2, Administration, Section 2.1 (Use <br />of Electronic Means to Provide Public Notices) of the Cabarrus County Cade of <br />Ordinances. <br />Jeff Phillips, resident of 6005 The Meadows Lane in Harrisburg, expressed <br />support for the two cent tax increase.
