July 2, 2018 (Work Session) Page 3622 <br />2018 Meeting Schedule <br />WHEREAS, on December 18, 2017, the Cabarrus County Board of Commissioners <br />adopted a meeting schedule for calendar year 2018, which sets forth <br />the dates, times and locations of various official county meetings; <br />WHEREAS, the Board desires to hold a summit, at 6:00 p.m. on Wednesday, July <br />18, 2018 at the Cabarrus Arena and Events Center in Concord, North <br />Carolina; <br />NOW, THEREFORE BE IT RESOLVED that the Cabarrus County Board of Commissioners <br />hereby amends its 2018 Meeting Schedule as follows: <br />1. The Board of Commissioners will hold the Cabarrus Summit 2018 2-a <br />Quarterly Meeting at 6:00 p.m. on July 18, 2018 at the Cabarrus <br />Arena and Events Center in Concord, North Carolina. <br />ADOPTED this 2"d day of July, 2018. <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />ATTEST: <br />/s/ Angela Poplin <br />Angela Poplin, Interim Clerk to the Board <br />A discussion ensued regarding the designation of a delegate for the NCACC <br />1111" Annual Conference. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br />and unanimously carried, the Board designated Chairman Morris as the voting <br />delegate at the NCACC 111th Annual Conference. <br />County Manager - Approval of Project Ordinances and Budget Amendment Related to <br />CIP Funded Proiects in the FY19 General Fund Budget <br />Pam Dubois, Senior Deputy County Manager, requested approval to move <br />$5,946,000 of funds from the Capital Reserve Fund over to the projects. <br />The projects are <br />Courthouse Expansion - Architect $5,000,000 <br />Governmental Center Chiller Replacement 211,000 <br />Radio Network and Ethernet Backhaul and Edge 500,000 <br />Arena Lighting Control System Replacement 235,000 <br />Total County Projects $5,946,000 <br />Ms. Dubois stated other projects will be presented to the Board in August. <br />A discussion ensued. During discussion, Kyle Bilafer, Area Manager of <br />Operations, responded to questions from the Board. <br />County Manager - Update to Reserve Policy for Cabarrus County <br />Pam Dubois, Senior Deputy County Manager, presented proposed changes and <br />additions needed to the Reserve Policy for Cabarrus County. She stated she and <br />Susan Fearrington attended the Government Finance Officers Conference and spoke <br />to each rating agency in regard to the reserve policy that the County currently <br />has in place. One item staff felt that was missing, based on research, was a <br />replenishment section, should the County ever have to use fund balance and go <br />below the 15 percent policy level. <br />A discussion ensued. During discussion, Ms. Dubois responded to questions <br />from the Board. <br />EMS - Authorization to Purchase Ambulances <br />Jimmy Lentz, EMS Director, stated EMS Captain Jonathan Maulden has taken <br />over responsibility for acquiring bids for the purchase of ambulances. <br />Captain Mauldin presented a request for authorization to purchase three <br />ambulances at a cost of $158,825 each (totaling $474,475). The ambulances were <br />accounted for in the approved FY19 Budget. <br />
