August 20, 2018 (Regular Meeting) Page 3653 <br />WHEREAS, Martin Boger Foil, Jr. was born on February 28, 1933, a native <br />of Concord, North Carolina; and <br />WHEREAS, he was a graduate of Davidson College and North Carolina State <br />University, earning degrees in Business Administration and Textile Science, <br />during which he served as a 1'1 Lieutenant in the U.S. Army; and <br />WHEREAS, he owned and operated Tuscarora Yarns, and was considered by <br />many in the textile and apparel industries to be the most talented designer of <br />specialty yarns in the country; and <br />WHEREAS, he served on numerous charitable and civic boards, including the <br />United Way of the Carolinas, Cabarrus County Boys' and Girls' Club, Cabarrus <br />Cooperative Christian Ministry, Presbyterian Healthcare, Hospice of Cabarrus <br />County, Board of Visitors Davidson College, Board of Visitors UNCC and the <br />American Association of Health and Disabilities; and <br />WHEREAS, Martin dedicated his life to national and international brain <br />injury awareness and advocacy organizations such as the Brain Injury Association <br />of N.C., Brain Injury Association of America, International Brain Injury <br />Association and National Brain Injury Research Treatment and Training <br />Foundation; and <br />WHEREAS, Martin Foil passed away on July 30, 2018; <br />NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners hereby pays tribute to <br />Martin Boger Foil, Jr. <br />recognizing his outstanding life of service to Cabarrus County and its <br />citizens, and extends deepest sympathies to the family. <br />Adopted this 20th day of August, 2018. <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />/s/ Lauren Linker <br />Lauren Linker, Clerk to the Board <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 7:09 <br />p.m. He stated each speaker would be limited to three minutes. <br />Bill Manring, resident of 9638 Barrier Road in Concord, spoke about the <br />dangers of the intersection of Irish Potato Road and the Old Concord -Salisbury <br />Road, where his son died in a tragic accident and requested the Boards' <br />assistance in regards to the installation of a stoplight at that intersection. <br />Marcia Morris, resident of 7601 Brusharbor Road in Concord, spoke <br />regarding the progress of the Mount Pleasant Library expansion. <br />Timothy Vaughn, resident of 1229 Pendleton Drive in Kannapolis, spoke <br />regarding the recent request for bid for vehicles for the Sheriff's Office. Mr. <br />Vaughn also presented a donation from Hilbish Ford to Ann Benfield, Cabarrus <br />County Partnership for Children, for the organization. <br />With there being no one else to address the Board, Chairman Morris closed <br />that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />Chairman Morris spoke regarding the processes and discussion of agenda <br />items at the work and regular session meetings.
