<br />Brad Allen, North Carolina Senior Games, President and Executive Director,
<br />invited the Board to visit the State Finals being held in Cabarrus County this
<br />week. He thanked the Board for their support of active aging, stating North
<br />Carolina has the largest Senior Games in the country. Mr. Allen then recognized
<br />Cabarrus County participants in the annual North Carolina Senior Games State
<br />Finals competition. Those recognized were Cathy Barry, Elizabeth Bennett,
<br />Shirley Brewer, Janet Buck, Jeff Hege, Mary Herrin, Marvin Martin, Patricia
<br />Martin, Virginia Martin, Malli Plowman, Duane Rowe, Jennifer Skinner, Londa
<br />Strong, Tony Slick and Earline Ward.
<br />(C-2) Centralina Council of Governments - 50th Anniversary Proclamation
<br />Presentation to Cabarrus County
<br />On behalf of the Centralina Council of Governments (CCOG), Jim Prosser,
<br />CCOG, Interim Executive Director, presented a proclamation to the Board in
<br />recognition of Cabarrus County for its successes over the years and as a valued
<br />member of the organization.
<br />(C-3) BOC - Recognition of Employee Aid During Hurricane Florence and Aftermath
<br />Mike Downs, County Manager, reported during Hurricane Florence and the
<br />days that followed, Cabarrus County employees responded to aid affected counties
<br />and support disaster recovery efforts. These employees sacrificed time away
<br />from family to work long hours in support of disaster recovery efforts
<br />throughout the State. In addition to behind the scenes coordination from
<br />Cabarrus County Emergency Management, the following departments and employees
<br />responded to help other counties in need:
<br />From the Building Inspections Department: Mike Caudle, Codes Facilitator
<br />/ Lead Inspector was in Brunswick County from Calabash north to Leland. He also
<br />worked in Duplin County in Kenansville. Tim Gray Lead Mechanical and Electrical
<br />Codes Enforcement Officer worked in Jacksonville, NC.
<br />From Emergency Medical Services: Master Paramedic Phil King and Master
<br />Paramedic Todd Helms were part of an Ambulance Strike team to provide EMS
<br />service to Bladen County.
<br />Jimmy Lentz, Emergency Medical Services (EMS) Director, briefly commented
<br />on employee deployments.
<br />Chairman Morris commended and thanked the employees for their service.
<br />(C-4) SOC - Red Ribbon Week 2018 Proclamation
<br />Chairman Morris read the proclamation aloud.
<br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and
<br />unanimously carried, the Board adopted the proclamation.

<br />RED RIBBON WEEK 2018 PROCLAMATION
<br />WHEREAS, communities across America have been plagued by the numerous problems
<br />associated with illicit drug use and those that traffic in them; and
<br />WHEREAS, there is hope in winning the war on drugs, and that hope lies in
<br />education and drug demand reduction, coupled with the hard work and
<br />determination of organizations such as the Mecklenburg County Young
<br />Marines of the Marine Corps League to foster a healthy, drug-free
<br />lifestyle; and
<br />WHEREAS, governments and community leaders know that citizen support is one of
<br />the most effective tools in the effort to reduce the use of illicit
<br />drugs in our communities; and
<br />WHEREAS, the red ribbon has been chosen as a symbol Commemorating the work of
<br />Enrique "Kiki" Camarena, a Drug Enforcement Administration Special
<br />Agent who was murdered in the line of duty, and represents the belief
<br />that one person can make a difference; and
<br />WHEREAS, the Red Ribbon Campaign was established by Congress in 1988 to
<br />encourage a drug-free lifestyle and involvement in drug prevention
<br />and reduction efforts; and
