Materials may not be vertically stacked so as to be visible to the passing motorist. <br />b. All outside storage areas including dumpsters must be: <br />p sited to the rear of the building, <br />p within the setbacks required of the building's underlying zone, and <br />p made unnoticeable from both residential adjacent properties and public rights- <br />of-way through installation of either fencing or vegetative screening. <br />c. In the event the use abuts residentially used or zoned property, buildings and storage <br />areas shall be located a minimum of 150 feet from the property line. <br /> <br />The subject property is zoned Agriculture/Open Space. <br /> <br />p A Salvage Yard is not permitted in the AO zoning District. Therefore, the property can <br />not be used as a salvage yard. <br />Chapter 8-Petitioning for a Special Use for a Sanitary Landfill <br />Because of their potential for affecting neighboring landowners, special uses warrant review in a public <br />forum. The Planning and Zoning Commission, acting as Board of Adjustment, hears the request for a <br />special use permit. <br />In general, the process for seeking a special use permit is as follows (Please see Chapter 12 for more <br />details regarding the special use permit process): <br /> <br />Step 1 Prior to filing a Special Use Permit Application, the Applicant is required to attend a pre- <br />application meeting with Planning and Development Staff. At that time, the proposed project will be <br />discussed and required submittal materials will be determined. Examples of items that may be <br />required, in addition to a complete application and site plan, include but are not limited to: <br /> <br /> Traffic Impact Analysis Documents (See Appendix A) <br /> Intent to Serve Letters <br /> NCDOT Driveway Permits <br /> Post-Construction Stormwater Permits <br /> Soil and Erosion Control Permits <br /> <br />Applications for a Special Use must demonstrate compliance with the general standards of review. <br />Additionally, Special Uses must: <br /> <br /> Maintain or enhance the public health, safety, and general welfare <br /> Maintain or enhance the value of contiguous property (unless the use is a public necessity, in <br />which case the use need not do so); <br /> <br />
