Dr. Kristin Baker has agreed to represent this vacated seat on the <br />board for a three-year term. <br />A board seat from the City of Harrisburg was filled in the past by the <br />former Mayor. Mayor Pro-Tem La'Trecia Glover has agreed to serve as this seat's <br />representative for a three-year term. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Furr and <br />unanimously carried, the Board appointed State Representative Dr. Kristin Baker <br />(Legislative Representative) and Mayor Pro Tem La'Trecia Glover (Mayor/City <br />Council Harrisburg) to the Mental Health Advisory Board for three-year terms to <br />expire September 30, 2027. <br />(F-4) Appointments - Public Health Authority of Cabarrus County <br />The Public Health Authority of Cabarrus County met and recommends Amy <br />Jewell for appointment to the committee as the Behavioral Representative to <br />fill the position left vacant upon the resignation of Dr. Dan Hagler, Expertise <br />in Infection Diseases representative. Therefore, it is requested to appoint her <br />to complete the unexpired term ending June 30, 2026. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Furr and <br />unanimously carried, the board appointed Amy Jewell as the Behavioral Health <br />Representative to the Public Health Authority of Cabarrus County to fill an <br />unexpired term ending June 30, 2026, to include an exception to the multiple <br />board provision of the Appointment Policy. <br />(F-5) County Manager - Temporary Construction and Permanent Easement <br />The Concord-Kannapolis Rider Transit system is requested to purchase for <br />$105, a temporary construction easement and a permanent easement on Martin <br />Luther King Blvd/110 North Rose Avenue in Kannapolis in order to construct a <br />new bus stop. This is on the A. L. Brown High School campus. Kannapolis City <br />Schools has reviewed the proposal to ensure it does not negatively impact their <br />property. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Furr and <br />unanimously carried, the Board approved the purchase of the temporary and <br />permanent easement, waived the purchase fee(s) and authorized the County Manager <br />to execute necessary documents after review and revision by the County Attorney. <br />(F-6) Finance - Ambulance Receivable Write Off <br />Cabarrus County's year-end procedure includes adjusting the Accounts <br />Receivable -Ambulance balance to include the outstanding balances for the closing <br />year plus the three preceding fiscal years while writing off the unpaid balance <br />in the 4th year, which is Fiscal Year 2020. Historical analyses indicate amounts <br />are no longer collectible in the fourth year following billing. This year, it <br />is requested to write off $1,942,915.92. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Furr and <br />unanimously carried, the Board authorized the Finance Department to write off <br />the outstanding ambulance receivable balance from Fiscal Year 2020. <br />(F-7) Finance - Lottery Proceeds <br />Lottery proceeds are provided to the County to help fund school capital <br />needs including construction, renovations and payment of debt. Lottery proceeds <br />in the amount of $2,300,000 were included in the Fiscal Year 2025 Community <br />Investment Fund budget to pay a portion of debt services related to public <br />school debt. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Furr and <br />unanimously carried, the Board approved the budget amendment in the Public - <br />School Funding Fund, the Public -School Funding Project Ordinance and authorized <br />the Chairman to execute the Public -School Building Capital Fund applications to <br />release funds from the North Carolina Education Lottery Fund. <br />Page 76 <br />
